10.01.2018 | Meeting with the Prime Minister of the Republic of Uzbekistan Abdulla Aripov

The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon met at the government residence with the Prime Minister of the Republic of Uzbekistan Abdulla Aripov, who is in Tajikistan on a working visit.

During the substantive and productive talks the parties have expressed their willingness that the results of the meetings of the Tajik – Uzbek Intergovernmental Commissions on Trade and Economic Cooperation and Inter-State Border issues being held in the capital of Tajikistan, Dushanbe, are an important factor in strengthening friendly relations between the two neighboring countries.

It was stressed that the Tajik side attaches paramount importance to development and expansion of interstate relations with Uzbekistan. In this context, the two friendly and fraternal states shall make more efforts to reach a high level of relations in the coming years.

In a friendly atmosphere and in the spirit of mutual understanding, the two sides had in-depth exchange of views on bilateral Tajik – Uzbek cooperation, in particular the issues related to removing obstacles in the way of bilateral trade, simplifying travel regime for nationals of both countries, reducing tariffs for movement of goods, the restoration of railways, clearing landmines on Tajik-Uzbek border, reopening border crossing points (BCPs), and other issues related to inter-state border.

The head of state Emomali Rahmon underlined his willingness to strengthen intergovernmental cooperation with Uzbekistan on the rational use of water and energy resources, and added that “Tajikistan has never tried to create problems for the countries of the region on this issue, on the contrary, advocated for integrating the world and regional community in addressing water and environmental problems”.

The holding of Tajik – Uzbek Culture Days, the creation of an exhibition of products of industrial enterprises and the Tajik – Uzbek Business Forum in both countries, as well as the establishment of air transportation between Dushanbe and Tashkent were assessed the most important steps of the heads of two friendly and fraternal countries and close neighbors over the past year, which played an important role in boosting their economic, trade, cultural and humanitarian relationships.

The meeting also discussed issues of bilateral cooperation in addressing combating undesirable threats in the region and the world, including terrorism, extremism and other transnational crimes.

Both sides expressed their sincere hope that the friendly relationship between Tajikistan and Uzbekistan would be further developed in all areas of interest.

Alive witness of the IRPT outrages

A special interview with Siyahakov S.Sh. - one of the leaders of the Security Organization for the Migrants of the Islamic Renaissance of Tajikistan (security body of the United Tajik Opposition (UTO) in the 90s years about the harmful and diversionary activities of IRPT in the years of civil war and intervention of foreign forces in it.

Dear Saidjalol aka, please tell something about yourself for our reader. What did happen that you, a serviceman of the State Committee for Security (SCS) of the USSR with the beginning of a civil war went over to the UTO side?

I, Siyahakov Saidjalol Shashevich, was born on May 30th, 1954, in the peasant family, in Bolshevik village of Qubodiyon district. I finished school in that village.

I had worked for some years (1976-1979) in the Komsomol system and reached the post of the head of the organization department. From 1979 to 1980 I was a listener of one-year courses of the High School of the USSR SCS in Belarusian Minsk. Upon its graduation (1980), I had been appointed as a senior authorized operative of Farhor district, department of the SCS Office on Kulob region. In 1984,1 was moved to the 5thdepartment of the SCS Office in Kulob region, where I worked until 1988. Then, from 1988 to 1992 I worked as a senior authorized inspector of the Vanj district department of the SCS Office on GBAO and in December of 1992.1 had been appointed as a senior authorized inspector of Jilikul district department of the SCS Office in Khatlon region. However, due to the outbreak of the civil war in the south of the country, is under the spiritual and psychological influence of the IRPT propagandists and tribesmen (natives of the Vakhyo area) I joined the UTO and crossing the state border, fled to the Islamic Republic of Afghanistan (IRA).

You were a security officer, did the UTO leadership trust you?

No. Despite the fact that I was joined the UTO leadership on the other side of the border and supplied them with interesting information about the security agencies, renaissances for a long time avoided me, as an "SCS serviceman" and had deeply investigated me.

After the formation of the Security Organization for the Migrants of the Islamic Renaissance of Tajikistan (SOMIRT-SAMNIT), Jumabeki Salom (nickname "Kholid", approximately born in 1958-1960, resident of Pildon village of the Lakhsh district, he currently resides with his family in the Kyrgyz Republic) had been appointed as the head of the SOMIRT, as well as I and Sultoni Hamad, former worker of the SCS of the Republic of Tajikistan - as his deputies.

Who was "Kholid" and why was he namely appointed as the head of SOMIRT?

"KholicT (Jumabeki Salom) was one of the trusted person and right hand of Said Abdullohi Nuri and that's why he had been appointed as the head of SOMIRT or in other words "security minister". In fact, he never worked in security bodies.

Is it possible to appoint a person far away from the specialty as the head? How did other renaissances accept it? Was it not dangerous for themselves?

There was no democracy that "will you accept or not?" Everything was as the IRPT leadership said. Because of that "Kholid" had not a special knowledge of security and had tortured all. He carefully checked almost all migrant refugees. He could recognize anyone as "SCS agent" and pass his sentence. Among the renaissances, there were the people, who expressed their readiness to kill him.

If the head of SOMIRT had no special knowledge and experience, then who and how conducted his works and performed other responsibilities?

On all issues, in particular on the principles of work, office-work, personnel appointments, export and import of food products, maintaining contacts with the governments of Islamic states, terrorist organizations and movements, arms delivery to the IRPT and etc. were instructed by Iranian instructors.

Iranian instructors?

Yes, the Iranians. In 1992 on the territory of the Afghanistan the special services of the Islamic Republic of Iran created an opposition government from among the IRPT leadership and took it under full control. As a result, they turned the political party into a terrorist organization.

I was surprised by one. The war has just begun in Tajikistan, the people had no opportunity to escape or take with them at least some household utensils. But, Iranians as "fortune tellers" even before the period of flight of Tajik refugees to Afghanistan, on the territory of this state had already created organizations under the guise of protecting the rights of the "oppressed" and built tent camps for Tajik refugees. The simple people thanked the Iranian brothers for their "noble" deed, saying that there are still people who care about us. But, not knowing about that

However, as I was one of the cadres of the powerful USSR SCS at that time, immediately realized that all troubles, which happened with the Tajik people had been planned in advance by the Iranian special services. The forced resettlement of the Tajik people, choice of place of residence in Afghanistan, the study in the religious schools of Islamic states and their use against Tajikistan - were separate items of the great plan of the special services of Iran.

Which proofs do you have for such charges?

Proof. I have thousands of proofs. For example, under the guise of an employee of the international organization "Hiloli Ahmar" worked an Iranian named "Murodi", who was completely familiar with the methods of work of security agencies. As much as he did not hide his connection with the intelligence agencies in front of his entourage, I felt that he was a special services officer. Because his behavior and manner of talking were like to a military man. He showed a special interest in all important issues, in particular: the identity of suspicious persons; military-political and economic situation in the Republic of Tajikistan; field commanders of the people's front and UTO (IRPT). For completeness of the information, he sometimes through me specified individual moments. In order to enter into trust, he even tried to talk in the dialect of migrants. This is inherent only to the security servicemen! This is taught.

Once, our head "Kholid" said me that Mr. Murodi carefully polls me and the other leaders of the IRPT to get information about military power, brave people, suicide bombers, etc., writes on a notebook, analyzes them at night and sends them to his Center.

For what purposes or in the adoption of what decisions were used these information, which according to You were sent to the "Center" by Mr. Murodi?

Judge for yourself. What relation has the organization "Hiloli Ahmar", involving in providing low-income families and refugees with food, medicines, etc., with suicide bombers and military-political situation?? I would like to note that it was named the conclusion and decision of the Iranian secret services that one of the insolent and brutal field commanders of the IRPT during the civil war Rizvon Sadirov was elected "Emir" for his special courage and evil deeds and was sent to the Republic of Tajikistan. If you remember, Rizvon arriving in Garm, hung the flag of the "Islamic Republic of Garm". The creation of an Islamic state and the gradual introduction of the ideology of "Shiism" into the minds of people was a sacred task of Iran, which was implemented by its special services. Mr. Murodi through Davlat Usmon (one of the IRPT leaders, former Deputy Prime Minister of the Republic of Tatarstan on a 30% quota), who supervised and controlled the front of the "Mujahideen of the Garm and Hoit", transferred significant amounts of money in US dollars to a group of Rasht Valley commanders.

Who gave this money and how they were transferred?

The Iranians did not spare money and gave a lot. Once in 1993 - 1994 years Eshoni Sayidakobir (born 1951-1952, a native of the Panj district, one of the influential persons of the IRPT and a trusted man of S.A. Nuri) was secretly sent to Tajikistan for transferring money. I think, he was detained by security agencies of the country and sent back to Afghanistan. As upon his return, he looked depressed. I, as a security officer (I mean the SOMIRT-SAMNIT), interrogated him. He told me "brother Saildjalol, let it remain between us, if to be honest, we are to blame for everything ourselves, now having become dependent on the Iranians and Pashtuns, we wander on a foreign land. I went to Tajikistan, it hurt me so much. I thought not to come and to die on my land. But what can I do, the self-guilty, there is no other way". Having said these words, he cried.

In that period, in the absence of mobile communication, how were negotiated the holding of meetings in the Republic of Tajikistan?

We already had such thing. As I mentioned, the Iranians provided all the IRPT leaders with modern means of communication. These means were managed by Saidahmad Nadjmiddinov (former Deputy Minister of Communications of the Republic of Tajikistan on a 30% quota), thanks to them, we (the whole SOMIRT and IRPT leadership) contacted from Afghanistan with the mujahideen of the IRPT in Tajikistan, in particular with Rizvon Sadirov, Sh. Iskandarov, Mahmadruzi Iskandarov and others.

Had the UTO leadership cooperation with the Iranian special services only at the level of consultations and principles of leadership? In your opinion, what was the aim of supporting and sending the militants and other UTO personalities to Tajikistan?

The UTO leadership on all issues had consulted with Mr. Murodi and asked him for money and military equipment for the creation of a military guard on the territory of Kunduz city. Thus, the military battalion "Handaq" under the command of M. Ziyoyev (Jaga) and H. Qalandarov and consisting of 250 fighters was the first created military guard. Later, its strength exceeded 500 fighters. As you already understood, it is not a consultation, but a real result.

Here I would like to note that the whole front of the opposition, including the wing of the "Panj fighters" was namely subordinate to Mavlavi Mahmadali Panji, who was later appointed as a chairman of the Tajik refugees in Afghanistan.

Did you yourself meet with Mr. Murodi or other representatives of the special services of Iran at that time, or all of these are your assumptions?

When I was deputy head of SOMIRT -SAMNIT, "Kholid" and Sultoni Hamad repeatedly asked me to meet with Murodi and agree with his words. S. Hamad constantly repeated that "if you agree to cooperate with Mr. Murodi, you will walk over dollars...". Firstly, Murodi wanted all information related to the political, social and military situation of refugees to be presented to him first and then realized. Secondly, he wanted me to be seconded to Iran for six months courses. But, I did not agree with these proposals and I have never been in Iran. So, as I well knew that the special services would take advantage of this, they would surely attract me to an unofficial cooperation as an agent.

That is, you - representatives of the SOMIRT also worked under the subordination of the foreign special services?

Yes, it was so. Because, Jumabeki Salom and Sultoni Hamad have passed 2- month, 6-month and short-term courses in Iran several times. After the return, their financial and economic situation was improved and gained a lot of privileges from the Mr. Murodi.

In addition, in a week almost 4 time Sultoni Hamad has developed on separate documents the schemes and secret plans, plans for involvement, political situation of the Republic of Tajikistan and other USSR states, as well as other security information, and we and him went to Murodi by car in the dark night and offered them to him. He asked me to sit in the car and not leave it.

Have the UTO prominent figures and leaders been involved in the short-term and long-term courses, which you have mentioned?

This procedure was mandatory. Thus, other IRPT prominent figures, such as S.A. Nuri, M.Himmatzoda, A.Turajonzoda, Davlat Usmon, Domullo Abdughaffori 'Tank", Amriddin Tabarov (Mullo Amriddin), Domullo Mahmadrasuli Saadi from Jilikul, Eshoni Davlatkhuja native of Panj, Eshoni Davlatkhuja from Qumsangir, Gadoev Mirzonazar Ubaydovich, Gadoev Mazhariddin Ubaydovich, Siyarov Nusratullo Nodirshoevich, and others were constantly to Iran and passed special courses. All this was supervised by the Mr. Murodi. He organized his wide-ranging agency from among of the IRPT leaders and the average level and led it.

Can you give more details about those whose names you mentioned, because some of them are unclear to the broader audience?

Of course, Domullo Abdughaffori //Tank,/ (from the "South" site of Dushanbe) was famous for his many cruelties. He spared no one and killed people in various ways. Around the spring of 1993 in the city of Tolikan, they found a tattoo of Lenin on the body of the Tajik migrant who was imprisoned during the Soviet era. Domullo Abdughaffor killed this poor man with a brutal assassination, pouring hot water into his mouth and body;

-  Amriddin Tabarov (Mullo Amriddin) was also one of the reliable figures of S.A. Nuri. In some issues, he had expressed his opinion freely. He was not afraid no one, was silent by nature and dangerous. He had a close relationship with Mr. Murodi and later with his instruction created a group named "Ansarullah" and sent it to Pakistan. It is necessary to know that "Ansarullah" is an integral part of the IRPT. They are the children of one parent;

- Domullo Mahmadrasuli Saadi (native of Jilikul) - was a unique IRPT fighter and strategist. He had strong relations with other Afghan and Pakistani field commanders and passed paratroopers school;

- Eshoni Davlatkhuja native of Panj - was born around 1961-1965. His father was the former chairman of the Panj district. After passing the 6-month courses in Iran, he became SOMIRT the member on the recommendation and order of Mr. Murodi and the IRPT. He was familiar with the methods and tactics of working with agents, operational cases, and special events. Despite the fact that he passed the 6-month courses, did not have sufficient impression in the direction of security. He was unimaginative.

- Eshoni Davlatkhuja from Qumsangir - was one of the educated mullahs. He took part in the killing of many people and was very vigilant by nature. He was appointed a minister of propaganda in the UTO exiled Government in Afghanistan.

-   Domullo Muhammadi from Qumsangir - was one of the IRPT influential people and a religious scholar. He mastered the oratory and could easily attract the interlocutor to himself in talks. Once there was even a dispute, in the matter of appointing the general leader of UTO - S. A Nuri or Domullo Muhammadi from Qumsangir. Only because of Domullo Muhammadi was from "Hoit" and not from //Vakhyo,/ had not been elected general leader.

- Head of mawlawis of the Panj district, an Uzbek, whose name and surname I can not recall. He was one of the bloodthirsty mujahids. He promised that 'Tor distribution of IRPT power, he is ready to drown in blood Tajikistan and divide it into parts";

- Sayidjalol (/ do not remember his surname) was from the village of Leninabad of Shahritus district. In 1994-1995, he left the group "Ali bespalit" and joined the Domullo Mahmadrasuli Saadi from Jilikul. After the establishment of peace, he entered the structure of the Border Guards on a 30% quota and worked in one of the military units of the Sughd region. He had acted directly under the leadership of Mr. Murodi. His son was killed in Syria wars. He is currently in Russia;

- Mahmadalii Rais from the village of Leninobod of the Shahrituz district was the IRPT active member and one of the murids of S.A. Nuri. He had contact with Mr. Murodi and other Iran citizens. He had passed long-term courses in Iran. After the establishment of peace, under the pretext of "road worker," he went to Shibirgan city of Afghanistan.

- Isoev Sulton (qori Sulton) - was born in 1959-60, a former resident of Qairma village of Qubodiyon district. He was one of the UTO and IRPT active members. He currently works in the UN and lives in Switzerland. He is considered one of the IRPT richest members and finances the destructive and anti-Tajikistan actions of the IRPT abroad. His children are graduated higher education institutions of Europe.

- Mustafa renaissances - was born in around of 1964-65, a resident of Turkmaniston mahalla of the Vakhsh district. He was one of the "executioners" of the "Turkmenistan" bathhouse and directed the direction of special military operations in the UTO structure. Together with his group he cruelly killed the USSR hero and Great Patriotic War participant Qosim Khaidarov for refusing to join the mujahids.

-  Were there people in Afghanistan who wanted to warn migrants and the IRPT leadership about the probability of delusion? How did the settled Tajiks treat the SOMIRT activities?

It should be noted that the IRPT made a lot of efforts to overthrow the Government of the Republic of Tajikistan and introduce a system of Islamic governance in Tajikistan.

To achieve this goal, they called upon the relatives of Emir Alimkhan, a manga emir of Turkic origin who lived in Afghanistan, to join them in this "jihad" and fight against the kuffar.

Once, several people from the families of Emir Alimkhan, Ibrohimbek Lakay basmach and a group of Tajik refugees of the times of revolution, came to the IRPT leadership and urged them "to go to Tajikistan, achieve peace, do not leave your motherland...    We have already lived in Afghanistan for 80 years, but still we have been referred to "refugees", do not let this happen to you". Henceforth, when these people appeared the IRPT representatives and servants of Mr. Murodi expelled them. They did not allow    their instructions to take place among migrants.

As it is known, the activity and mission of the International organization "Hiloli Ahmar" is the provision of humanitarian assistance to people in need, and the residence of this organization is in Europe. But you mentioned that the special service of Iran acted under the guise of this organization, using its name. What other acts did this special service perform in relation to Tajikistan?

It is necessary to note that the international and real organization "Hiloli Ahmar" had its own residence in the city of Mazari Sharif, and had nothing to do with the Iranian organization of the same name, which is located in the city of Toliqon of Afghanistan. The main office of the "Hiloli Ahmar" of Iran was located in Toliqon city and representatives of this "organization" often visited the camps of Tajik migrants in other cities and districts (Khonoobod, Qunduz). The workers of the Iranian "Hiloli Ahmar" were afraid  of meeting with representatives of the real organization of the "Hirori Ahmar". They were always escaped from them.

Mr. Murodi had always been in contact with the Pakistani Taliban. Through the capabilities of his Centre, he sent a certain number of Tajik migrants for religious and sabotage training to the madrassa "Ibitobod", located on the border of Kashmir and the cities of Islamabad and Karachi of Pakistan. One of the teachers of the madrasa was "Arab-Bashir", who had constant contacts with Mr. Murodi. He was in excellent physical condition and he did not like himself in "karate" and "football". Around of 1998-1999, using the IRPT capabilities he came to Tajikistan under the guise of "business", but in fact for conducting his propaganda activities.

Arab-Bashir who brought with him a huge amount of money to Tajikistan and asked to do business. Only the IRPT leadership knew his intention. He was unexpectedly killed near his rented apartment in Dushanbe.

One of the trustworthy students of Bashir was Sobir - the citizen of the Republic of Tajikistan, a former IRPT active member from Sayyod village of Shahritus district. He currently works as a lawyer in Dushanbe city.

The content of your conversation can be explained by the fact that the civil war in Tajikistan was imposed by foreign countries...

The special services of the Islamic Republic of Iran, such as the Ministry of Information, military intelligence, the Islamic Revolutionary Guard Corps and others, under the mask of the international organizations "Hiloli Ahmar", "Imdod Khomanai" and others are considered the main designers of the civil war in Tajikistan. They contributed to the overthrow of power in Tajikistan and the creation of an Islamic republic, as well as actively conducted their destructive activities. God is their judge.

What you have said is terrible. Why do you so openly speak? Don't you think about your life, about the life of your kids and your wife, your loved ones?

I understood the content of your words. The IRPT and the Iranian special service do not turn away from anything, nor the murder of a woman, child, sister or brother. The act of their beautiful speaking, which they used, is this. I know that with this interview, I put my life, the life of my loved ones in danger. But there is no other way out. The people of Tajikistan should be aware of this danger and be vigilant. Do they need to understand who is who? To more never were conducted on a deceit and to not destroy their house anymore. In order to never be deceived by unauthorized persons. If the IRPT and Iranian special services call my words "slander", then I myself am a witness, an eyewitness of these Iran's "kindness". MAIN DEFENDER: from commandership to improvement. Interview with former commander Hakim Qalandarov

There is one step in the path from love to betrayal, from improvement to destruction, as well as from good to badness. Yesterday Hakim Qalandarov was a commander, and he is engaged in the improvement of the Motherland now. It is difficult to find him in Panj District.

He worked hard and was engaged in various works. We found him before the table cloth with ample food in a beautiful building. Turkey-cock, homemade chicken, trout, beef, lamb and rabbit meats were the fruits of his labors and hands. The distance from this dastarkhan with plentiful food and that yesterday's dastarkhan with only a bread is also one step. - The consequences of war is peace, if even it lasts for a hundred years. I was an influential commander among the Tajik opposition forces and a close man of Nuri. What, I know, probably is not enough, who knows. If that war continued, there would be no Tajiks or no Tajikistan, we would turn into Iraq and Syria. Ustod Nuri, who always consulted with me and in difficult days I was his support, repeatedly said about it.

- Then you were the witness of the conclusion of peace from the first days?

- Yes. On the day when President of Tajikistan Emomali Rahmon, opposition leader Saidabdullah Nuri and Ahmadshahi Masud held talks in Farkhor of Afghanistan, I was among their guards.

- They say that many commanders were against the peace, were not you among them?

- I supported Ustod Nuri's position. He was inclined to peace. But there were those to whom the peace was not in their interests. Of course, this did not happen without interference from foreign countries. But at the Teheran meeting, Nuri put an end to this issue. In those days I had an intention to make a pilgrimage (Hajj). I flew to Iran with an Iranian military aircraft from Kunduz. In the plane were I and the ambassador of Iran. At that time, Iran was the only country that had an official representation in Tahore, Kabul was in the hands of the Taliban. In Tehran, I prepared my documents for the pilgrimage. Before the trip, there were two days, Nuri invited me to his flat.

- You do not go to Hajj, - he said.

- Why? - I asked.

- They invited me to "showdown", you should be next to me and there are some conversations that you have to disclose. When we go to Tajikistan, then you will go to Hajj.

I agreed. Ustod prepared me for the meeting, and told me some secrets and mysteries of the mullahs. But warned that they are diplomats, do not talk rudely. The meeting was held in the evening at the Ustod Turajonzoda's house and was attended by mullahs Himmatzoda,Mahmadrasul, Abdurahim, chairman of "Rastokhez" Tohiri Abdujabbar, chairman of society "Lali Badakhshon", one representative of the Democratic Party, chairman of the migrants of Tajikistan in Russia, journalist Oleg Panfilov, Mullah Amriddin and others. They said that Tajikistan is over, and the opposition forces are successful at the front. They offered to call everyone to jihad and talked about unification. Ustod Nuri said that "we are not unified here, how can we unite in Tajikistan?".

I raised my hand several times to speak, but they did not give me the word. I forgot about Ustod Nuri's warning, got up angrily and said that about what jihad are you talking, all Muslims, and everyone is reading namaz, you are pushing us to war, and you are feasting yourself. I appealed to the audience that "what have you done with the $ 4 million received?" "In Pakistan, in circulation", - he said. "What kind of guys?" - I asked again. Everyone was silent. This redoubled my anger. I asked them, the children and relatives of whom of you are at the front? If you want jihad, let's get a grenade and blow yourself up under the tank. Silence reigned. Oleg Panfilov angrily left the meeting. Finally, the word came to Ustod Nuri. He said that jihad has its place, we will take the people and go to Tajikistan, it’s enough to kill Tajiks, and we unite Muslims.

- Foreign countries allocated funds for the war, but the confrontation of the Tajiks ended in peace. Did this not have consequences?

- Had. Getting a lot of money has an answer too. Once Ustod Nuri secretly told me that Iran had called him to "showdown". I asked the reason, and he said that the reason is the money that were once allocated to us. I said that you gave money to the refugees and to us Mujahideen, the answer to them so. - You were a mujahed and a commander. Have not you encountered this problem?

The Panj District guys were the most influential commanders and fought more than everyone else. When he became a leader, I saw some of his injustices and separated from him.

- What kind of injustice are you talking about?

- Is it fair to forget the wives and children of the Mujahideen who fell in the worm, were wounded, believing their words? There was a time when they needed a piece of bread, but the leaders of the IRPT (Islamic Renaissance Party of Tajikistan) only thought about themselves.May Allah bless His Excellency, for that he cares for orphans, needy, homeless. He gave the land to the people so that they could work on it, they could find a piece of bread. Good wishes of orphans and street children bring him good luck. Kabiri and his accompanying delegates are engaged in very different matters. If Kabiri was a visionary, intelligent, enlightened, their party would not disintegrate. He could not keep within the state system. He began to wander, and he turned others into vagabonds. All this is a consequence of his misguided actions.

- Do you think that he and members of his party are alone, do not have support, and there is no one to intercede for them.

-No, who else?

- For example, you?

- Allah punished them. They will not become anyone later; any one will not support them. If Isupported them, they would never have hoped for KhojaHalim, but would invite me, particularly in battle, I was a military commander. In the fighting, Hoji Halim and Kabir ineither took part. I do not want to be with them, I do not want blood on our land.

- According to media the IRPT was supported by Iran.

- May be. However, IRPT support is not in the interests of Iran.

This war is a confessional war, between Iran and the Arabs nations. In difficult times, when the matterstouches the Arab and Persianchoices for whom to be, even if the Arab is a follower of Shiism, it will never take the side of the Persian. During the eight-year war between Iran and Iraq, the Shiite Arabs supported Saddam Hussein. A well-to-do Arab of that time was asked why you support the unfaithful Saddam and not the Shiite Iranians; you know what he said in response? He said that: "Saddam, he is an Arab, and the Shiite is that Iranian." In a word, I, as an Arab, will support the Arab. Look, a nation is placed above faith. We share the common language and culture with the people of Iran.

I'm not a diplomat. I am a commander and I am witnessing all these troubles that have fallen to the lot of the Tajik people and I do not want them to repeat themselves. The reliance on mazhab in Tajikistan can have unpredictable consequences. The people who are the followers of Sunnah and Jamaat will never take it. The Iranian leadership, probably, does not know the truth either. Perhaps there are forces that, by virtue of their interests and not disclosing their unreasonable calculations, present incorrect information to their leadership.

- If so, then Iran can refuse to support the IRPT?

- Of course, he can. If he wants to have good relations with Tajikistan, if we wish to have reliable support in this region, he will do so. For this, he must refuse, that is, he should not bet on religion or confession, but turn his face to language and culture; the fact of common language and culture should come to the fore. The people of Tajikistan respect Iran as a bearer of the same language, that is, Farsi-Tajik. However, with respect to the religion they adhere to, they are not respected. Iran has no other choice. I went through the school of Ahmadshah Masud and am well aware of the state of affairs in this country. If in the relations with Afghanistan Iran had chosen language and culture as its priority direction, the situation of the Tajiks in this state would not have come to this, it would be quite different. No Arab will support Iran at a difficult time.

Where the place of an Islamic party, as in Afghanistan, there can appear dozens of the same Islamic parties and these parties, with the support of other non-Islamic states, will begin to destroy each other. This struggle is a struggle for the split and destruction of Muslims. OneIslamic party is harassed for another, they sow discord, and Muslims kill Muslims. Iran is a strong state and must realize that no one respects their mazhab in Tajikistan. The only reliable means in the relations between them is language and culture.

- So why you do not say it to Iranian friends?

- Tell one case. Once moment's ustodNuri said that Iran would provide interest-free debts, and I told him if he could tell them to lend me two hundred or three hundred thousand dollars so that I could start our business. Certainty, he invited me to house with more Iranians.

Ustod asked who was given the money; they answered one million dollars presented to HojiHalim. Ustod got agitated, felt uncomfortable and asked why it was HojiHalim who was the one who agreed that we would distribute fifty thousand dollars between the commanders so that they could use for the purposes of commerce and the occupation of farmers. I got angry and went to Pyanj. Nuri sent a man after me, but I did not come back. He came for me and said that the President had sent me to appoint you as commander. We come to President. He appointed me as Deputy Border Troops. He said that I was appointed yourcommander. After that, I broke all contacts with Iranians.

Iran is a big state and should have thoroughly analyzed and would have drawn conclusions from the wrongful acts of Hoji Halim. He gathered four hundred or five hundred people and armed themat his courtyard house. They were informed on war, to Romit valley, they wrapped up their weapons and come to their homes. Only fourteen people remained with HojiHalim. The people whocooperated with the government and law enforcement agencies informedon Hoji Halim's whereabouts. Now it is difficult to deceive our people.

- You know the border situation well, is there a threat to Tajikistan from ISIL?

- The threat always exists. However, I am sure that nothing like this will happen. Because, Tajikistan has chosen the right political line. The people understood the essence of the current of the Salafi movement. Got up to fight and will not allow us to turn into the second Afghanistan. The ISIL's purpose is not only Tajikistan, but also Uzbekistan, Kyrgyzstan, Turkmenistan, Kazakhstan and even Russia. They want to destabilize all this territory right up to the Russian border. And in Afghanistan there are many Uzbek mujahideen group.

Jumaboy, Qori and Tohir had more than ten thousand armed militants in their ranks. The children who were born on that time, today have reached the ageof seventeen. The neighboring countries must be united. And we must unite for this struggle. This is our only way to ensure peace in the region.

The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon attended an informal meeting of CIS heads of state in Moscow.

The discussion dealt on the present international and regional situation and the participants exchanged views on the further development of cooperation within the framework of Commonwealth.

In his delivered remarks, the President of the Republic of Tajikistan noted alarming security threats facing the world in 2017 and drew attention of his CIS counterparts to the latest developments in Afghanistan, which is one of the main themes of international and regional agendas.

It was also noted that Tajikistan comes out for further strengthening of cooperation in addressing global threats and challenges for the purpose of providing regional security.

Tajikistan will assume the rotating Commonwealth chairmanship on January 1, 2018. In this contest, the President of Tajikistan Emomali Rahmon outlined issues related to providing security of the external borders of the CIS, including its southern borders, successive implementation of programs and a plan aiming to promote further expansion of economic and humanitarian cooperation between the CIS member states as priorities of Tajikistan’s rotating chairmanship in the CIS.

The President of the Republic of Tajikistan expressed his confidence that in the coming year the cooperation within the framework of the Commonwealth will develop constructively and wished to his counterparts well-being and new successes in implementing their plans.

Distinguished Members of Senate and the Lower Chamber of Parliament!
Dear Compatriots!

The Republic of Tajikistan, disregard of the changing political, economic and security situation in the world, has been making firm steps towards the sustainable economic development, achievement of its strategic objectives and thereby ensuring decent life for public.

However, we have lately been noticing a trend of superiority, expeditious armament and emergence of the signs of the start of a new period of “cold war” in the world.

This year also instability and conflicts continued in various parts of the world, and it was recognized as the difficult period full of contradictions for the international community. More than hundred countries of the world became subject to inhuman attack of terrorists and extremists in this period.

The reality is that the instability geography is growingly expanding and the global threat and challenges have impacted the fundamental base of the global order and system and important methods of international affairs. The continuation of this situation can clearly cause political, economic, security, human and cultural threat and danger to various parts of the world.

In the current stage, our country has been undertaking substantive measures to timely react to the global threats and challenges in the process of development of relevant internal and external capacity.

In this process, it is very important for Tajikistan to ensure better integration into the world and the regional community, international and regional organizations and to ensure a comprehensive cooperation.

We are for a fair global system free of wars and conflicts, expansion of equal and mutually beneficial cooperation and partnership between all countries of the world, ensuring global and regional security through constructive dialogue and negotiations based on the UN Charter.

The analysis of the current global situation and the trends of international affairs proves that we have chosen the right way in our pathway to expand multidimensional cooperation with all countries of the world based on respect and implementation of our national interests.

Given the current reality and with a view to ensuring sustainable security to prevent growing terrorism and extremism threats and other challenges of the contemporary time, we stand ready to strengthen broader cooperation with international and regional organizations and partner countries.

In this regard, we plan to host an International High Level Conference on joint counteraction to terrorism, extremism and violent radicalization in Dushanbe in May of 2018 in cooperation with the UN, EU, OSCE and other development partners.   

The analysis of the current global situation and the international affairs trend proves that we have chosen the right way based on our national interests. Our Open Doors Policy as the genuine core of our relations with the contemporary world proved to be realistic, right and beneficial. This policy increased Tajikistan’s partners and created a favorable foundation for wider participation of our country in the activities of international and regional organizations. We will continue this policy and will further undertake necessary measures to strengthen our cooperation with all countries of the world.

In this process, it is important to protect Tajikistan’s political, economic and security interests, attract foreign investments for implementation of large-scale infrastructure projects, create favorable external environment for our country’s sustainable development and ensure its security.

Our country initiated several creative initiatives at the international level to achieve these objectives and settle the water related issues. As a result, the international community recognized Tajikistan as the initiator of global water issues during the last two decades.

We believe that the continuous implementation of water diplomacy is the realistic means of solution to challenges in this sphere and we will continue playing this leading role within the next decade also.

Our new global initiative “International Decade for Action “Water for Sustainable Development, 2018-2028” will officially start on March 22, 2018 on the sideline of celebration of International Nawruz and the World Water Day. Various events will be arranged within this Initiative in various countries of the world, including Tajikistan.

Tajikistan, during its independence, determined wider regional cooperation as the most important tool of solution to economic, trade, social, environmental and security issues as well as peace and stability in Central Asia, and is committed to strengthening people-to-people relations in the Region based on friendship and trust.

The common goals and objectives of our countries require ensuring favorable environment for free movement of people and smooth delivery of goods and investments and labor resources in the region. By relying on this method, we can enhance our security cooperation also and jointly counteract to and resist the current global threats and challenges in the region.

We believe that regional creative integration will be beneficial for all countries and nations in Central Asia.

Strengthening and expansion of relations with the CIS member countries is of strategic and particular importance in Tajikistan’s foreign policy.

Tajikistan will be presiding in CIS in 2018. The Meeting of the Heads of State and Government of this Organization’s member states to be held in Tajikistan next year will be among the most important events within our Chairmanship.

Next year we will also host the International High Level Conference on implementation of the International Decade for Action “Water for Sustainable Development, 2018-2028” and the Meeting of the Heads of Government of Shanghai Cooperation Organization, which will be of particular importance.

Tajikistan’s relations with key and other countries of Asia are gaining partnership spirit, which is the vivid evidence of our creative objectives. We will further continue our cooperation with all Asian countries in such a constructive way.

We think that support to Afghanistan’s economic revival and social development is the best tool for establishment of peace and stability in this country and ensuring security in the region. Therefore, we would like to call the International community to increase their hands-on assistance to support socio-economic development and improvement of security situation in Afghanistan. Tajikistan makes efforts to strengthen impartial cooperation with the Government of this neighboring country.

Cooperation with American and European countries is of particular importance in Tajikistan’s foreign policy. We are interested in further expanding Tajikistan’s relation with this group of countries, which are our important international development partners, based on mutual understanding, respect and mutually beneficial principles.

We have also been undertaking measures to vitalize our relations and cooperation with the West African and Latin American countries. The current rapid geo-economic transformations increasing the importance of economic diplomacy. Therefore, effective and fruitful use of economic diplomacy means to achieve national objectives is one of the priorities in Tajikistan’s foreign policy.

Expansion of economic cooperation with regional and international partners, international and regional financial institutions should always be at the center of attention of our Government and its relevant institutions.

The Government needs to undertake necessary measures to fulfill Tajikistan’s commitments within international and regional organizations and effectively involve them in implementation of important national programs and projects, including the National Development Strategy to 2030.

It is important for the ministries and agencies in their cooperation with other countries to undertake effective measures in protecting our country’s national interests, attracting foreign investment, including direct investments and new technologies.

We need to expand our humanitarian and cultural cooperation with other countries of the world in the current stage.

The Tajik nation decently contributed to the world civilization development with its ancient traditions and culture.

Our good traditions and national holidays like Nawruz, Mehrgon and Sada have served for promotion of decent behavior and morality in the history. Therefore, it is necessary to include the spiritual and nontangible achievements of our noble people into the UNESCO world heritage list, and to promote the role of Tajik nation as a creator of civilization. With this regard, the Ministry of Foreign Affairs needs to undertake more efforts in effective promotion of core goals and objectives of our foreign policy and expansion of multifaceted relations with other countries and international and regional organizations.

Distinguished Compatriots!
Ladies and Gentlemen!

The Government has been mobilizing every possible opportunity and resources for rehabilitation and construction of social and economic infrastructure, introduction of the latest technologies, settling the issues of water and energy, particularly use of renewable energy sources and implementation of “Green Economy”, ensuring favorable investment and business environment, private sector development and ensuring rule of law.

We will need to make further efforts for protection of our national economic interests, effective and rational use of available opportunities and resources, and seeking for new sources of economic development, improving local production’s competitiveness and applying innovative technologies. We have been ensuring the necessary environment, and adopting and implementing relevant public programs and strategies in this regard.

We have been implementing the National Development Strategy of Tajikistan to 2030 during the last two years, the priority actions of which are incorporated into the Midterm Development Program of Tajikistan (2016-2020), and have been achieving economic development gross indicators.

We allocated more than TJS 36bn from the public budget to achieve the envisaged objectives in this period and plan to allocate almost TJS 70bn for this purpose in 2018-2020.

I outlined in details about the achievements of the last 25 years of our state independence in my last Address. Now I would like to draw your attention to the achievements and existing challenges and the task for the next year.

This year we maintained stable macroeconomic indicators, our GDP growth made 7% and it reached TJS 60bn.

According to projection, our GDP will increase by 30% and reach up to TJS 82bn during the next three years.

With this regard, the Government needs to analyze the outcomes of the NDS implementation for the last two years thoroughly and to mobilize all possible opportunities and resources to ensure quality implementation of the Program by identifying the promoting and constraining factors. It also needs to improve the effectiveness and competitiveness of all capacities significantly and run reforms in various spheres of the national economy.

In 2017 the GDP per capita increased by 12% compared to the last year and exceeded by 8% against the projected indicator and the public’s monetary income increased by 10%.

We ensured the growth of the national economy’s spheres, including industry at 21.5%, agriculture at 7.2%, fixed assets financing at more than 6%, retail trade at 6.6% and fee-based services at 1.8% and maintained the inflation at the rate of 6.3%.

We ensured the public budget revenue implementation overall and determined the 2018 budget amounting TJS 21.3bn, which will be by 7.3% more compared to 2017.

Though during 11 months of 2017 the export increased by 35.4% and the import decreased by 10% compared to this period of the last year, we are not satisfied with these indicators since still the major part of our products are exported without final processing.

Therefore, we need to pay a particular attention to the export strengthening and expedite the diversification process of export-oriented production and undertake necessary measures in terms of final processing of agricultural products, including cotton, fruits and vegetables, extraction of minerals, and precious metals and stones.

The public budget takes into account its social objectives and the Government continuously undertakes measures to improve the population’s living standards. During the last five years the public budget funding for the education and healthcare sphere increased by 2.3 and 2.1 times respectively and by 16% and 25% in 2017 compared to 2016.  Given the development of our economy and current financial resources, we will implement the next phase of wage increase for budget-funded agencies’ staff starting from September 1, 2018. Thus, we will increase the wage of staff in the public executive authorities, educational, science, culture, sports, healthcare institutions, social protection agencies and other budget-funded organizations by 15%, and the wage of staff in law enforcement agencies and military officers by 10%. We will increased the minimum and maximum size of age-based pensions, the baseline pension, and the retirement pension up to 15% in average and the scholarship of university students and other scholarships by 15%.

We have been implementing public finance management reforms in the country to ensure effective and targeted use of budget resources, control and ensure their transparent spending. Within this reform, we will introduce a system of budgeting focusing on the country’s development.

The development budget alongside with fulfillment of the State’s growing social obligations, will also promote expansion of innovative and investment activities, quality implementation of sectorial programs and construction of infrastructure facilities.

We need to strengthen the program based budgeting to improve effectiveness of allocation and targeted use of financial resources. In this process, we need to pay a serious attention to the modern evaluation methods of adopted development strategies and programs and ensure their financing based on performance and effectiveness.

Implementation of activities on regulation of main budget administrators will make it possible to improve effectiveness of operation of public authorities, ensure monitoring of transparent and effective use of public finance and implementation of sectorial programs.

These measures will also improve the financing process at local level. I have to note that the local budgets reached TJS 5.3bn in 2017 and the share of subsidies from the national budget in them accounted for 16.7%. However, the qualitative analysis of local budget and the local socio-economic development plan implementation shows that the real capacity of local areas are not taken into account. Therefore, the province, district and town local executive authorities need to undertake specific measures to improve effective and transparent use of local budget, and ensure complementary sources of local budget replenishment.

The Government needs to undertake measures on improvement of tax administration system to ensure more simplified, easy and transparent taxation process. Alongside with this, it is necessary to improve the statistic reporting forms and the mechanisms of statistic information collection.

The situation with the monetary system, particularly the pressure of exchange rate on the national currency, instable banking capital, insufficient amount of loans issued to the national economy and attraction of investments urges us to undertake immediate measures in this area. This year, the loans issued by banks decreased by 4% compared to 2016.

This situation emerged due to the weak activities and indifference of heads and persons in charge of a number of commercial banks, including Agroinvestbank and Tojiksodirotbank. We have accomplished a number of activities following recapitalization of the two systemic banks to improve their financial situation and paying back the clients’ savings. However, these measures are still not sufficient to recover these two banks fully. Therefore, the Government needs to develop and implement plan of rehabilitation and recovery of Tojiksodirotbank and Agroinvestbank joint stock companies at the shortest possible.

Savings portfolio of financial institutions accounted for TJS 9bn as of 30 November 2017, which decreased by TJS 464m or 5% compared to this period of 2016.

The analysis of the loans allocated in 11 months of 2017 shows that their amount for production entrepreneurship increased by 4% only while they increased by 43% in the field of services.This situation will negatively impact on the speed of the development of real sectors, particularly on the country’s industrialization.

With this regard, the National Bank needs to undertake specific measures to conduct necessary monetary reforms, maintain stable exchange rate, stable prices and operation of banks, supervise the banking legislation enforcement and improve it, minimize the risks and introduce corporate governance methods.

We have been undertaking measures to regulate payment services, ensure simple and transparent operations, reduce cash in circulation and scale up non-cash settlements. It is necessary to develop the necessary infrastructure based on international experience.

Though according to analysis the number of bankcard holders increased by 5.5% and made 1.7m people in the last year, so far 95% of card are used for cash withdrawal operations only. With this regard, the National Bank needs to strengthen the supervision of implementation of the Payment System Development Strategy and undertake measures on installation of payment terminals and wider use of bankcards.

Alongside with this, it is necessary to reduce the minimum statutory capital amount for newly established bank from the existing TJS 80mn to TJS 50mn to ensure fair competition in the banking services market, expand the population’s access to financial resources, and attract more investment into this sector.

During the last two years, we have channeled more than TJS 22bn from all sources to the national economy, TJS 6m of which are public investment project funds.

In this period, we signed and have been implementing 40 loan and grant agreements amounting TJS 7bn for implementation of 26 projects on development of energy, transport and social infrastructure. In this regard, the State Committee for Investment and State Property Management needs to ensure strict control over the quality, transparent and timely implementation of these projects.

According to program documents, we expect to double the private sector’s share in overall investment by 2020. This objective urges us to pay a priority attention to creation of favorable environment and introduction of incentives for entrepreneurship and investments on the ground.

We need to vitalize the development and implementation of investment projects based on analysis of peculiarities of each region, including their natural and human resources, climate and location specifics. Therefore, the Government needs to introduce the methods of performance-based evaluation of executive authorities in provinces, towns and districts based on their contribution in ensuring favorable environment for entrepreneurship, creation of new jobs and vitalization of private investment activities.

The State Committee for Investment and State Property Management jointly with the local executive authorities need to undertake specific measures to arrange courses on business plan and investment project proposal development, improvement of legal and financial awareness of citizens and ensuring their access to financial resources.

Alongside with this, it is necessary to strengthen the activities of free economic zones in terms of attraction of investments and creation of infrastructure. The Government needs to thoroughly study the challenges of free economic zones and undertake additional measures to enhance their activities and establish other free economic zones in the country.

At the meeting with entrepreneurs and investors held on October 14 of this year, we have thoroughly analyzed the achievements and failures of the sector, well noted all proposals of entrepreneurs and we have currently been implementing a plan of action based on these factors.

I would like to emphasize once again that despite the comprehensive support by the State to entrepreneurs, we still see some cases of legislation breach by some entrepreneurs. The inspection in 2016 and 2017 showed that the tax amount evaded by entrepreneurs amounted TJS 1.6bn.)

According to the Government Resolution of May 27, 2017, we will establish a state administration on food safety based on four units and entities of the Ministry of Agriculture, and a state administration on protection of public health based on three units of the Ministry of Public Health and Social Protection.

Creation of the above-mentioned agencies will make it possible to reduce duplication of tasks and responsibilities, coordinate inspections, save public budget funds and reduce barriers to entrepreneurship.

According to the existing legislation, currently 78 inspection, supervisory, licensing and permit authorities, as well as law enforcement agencies inspect the activities of businesses.

Since mostly the legal entities are subject to inspection, in average five inspections were conducted in every active legal entity during nine months of 2017.

Therefore, with a view to overcoming groundless and duplicated inspections, and creating a favorable environment for entrepreneurship, I think it is necessary to introduce moratorium for all types of inspection of entrepreneurs engaged in production for the next two years, except the scheduled inspections by the tax authorities, Prosecutor’s General Office, Public Accounts Committee,  Anticorruption and State Financial Control Agency, and the National Bank.

Distinguished Members of Parliament!

Development of industry and final processing of its products is among the most important tasks given the changing situation and demand in the global market and with a view to ensuring sustainable economic growth.

I would like to recall that we envisage future industrialization and innovative development of our country, and it is very important to improve the effectiveness of processing and improve local products competitiveness through application of the latest technologies to achieve this objective.

Therefore, the Ministry of Industry and Innovative Technologies needs to implement sectorial programs on continuous increased raw material final processing based on the analysis of the regions’ capacity and possibilities and by defining priority areas in domestic production.

To strengthen the industries and supply them with qualified professionals, we need to boost the cooperation between the secondary and higher educational institutions and industrial enterprises on training of professionals with technical and technological skills.

In 2017, we established and launched 150 industries and created 3 000 jobs. In this period, the measures undertaken by the Government on  final processing of local products made it possible to increase the production of cotton thread by  2.8 times, carpet and carpet products by 1.6 times and fabrics by 42%.

In this context, it is necessary to undertake additional measures to supply the country’s textile companies with local raw materials, ensure final processing of cotton fiber and to increase cotton production in the country constantly.

The industrial products structure analysis shows that the coal extraction is dynamically growing in the country and this year for the first time during the independence period its extraction reached 1.7m tones.

Though the industrial growth made 21%, the production of 36 types of products decreased in 2017. This situation will make the implementation of export oriented and import substitution public programs difficult.

The analysis shows that the export has mostly been developing thanks to the recently established industries. Only during 2016-2017 minerals export doubled and its share made more than 45% within the export.

This situation shows that we have not ensured the export diversification at the necessary level yet, which increases the dependence of the country on external factors. Therefore, the Government needs to undertake necessary measures to analyze the possibilities of the value added export development, introduction of import substituting production, and develop the draft law of Tajikistan on support of export and competitiveness improvement.

Ladies and Gentlemen,

Tajikistan is one of the countries implementing green economy at the international stage and is the sixth top country in the world in terms of the use of renewable energy since it generates 98% of its power in hydropower plants.

Alongside with construction of new power facilities, there is a need for rehabilitation of existing assets, which requires substantial investment. The Project on Rehabilitation of Nurek HPP amounting TJS 6bn (equivalent to USD $ 700m) is envisaged in two phases, the first phase of which started already.

The activities on rehabilitation of Sarband HPP amounting TJS 1.1bn already started and we will launch its first unit in 2018. Kayrokkum HPP is one of the oldest facilities, which has been serving since 1957. We mobilized TJS 600m for the rehabilitation of this facility and the Project activities will start next year. We will channel more than TJS 8bn (almost US $1bn) for rehabilitation of operative facilities overall. We spent TJS 4.7bn (more than US $500m) from all sources for the construction of Roghun HPP in 2017 and envisage more than TJS 5bn (almost US $600m) for this purpose in 2018.

In addition to this, we have been implementing seven public investment projects on renovation of the country’s energy grid and construction of necessary facilities for power export amounting TJS 8.1bn and we channeled more than TJS 21bn (US $2.4bn) overall for the sector’s development.

The measures undertaken by the Government in this area made it possible for the first time to supply the population and social and economic sectors of the country with power 24 hours.

Alongside with this, consumers and all citizens of the country need to make efforts to ensure energy loss reduction and its efficiency through wider utilization of energy efficient technologies. This approach will make it possible for us to achieve full energy security within the next three years. Therefore, the Government has to undertake necessary measures to improve power system management and administration, including measures on “Barqi Tojik” Company unbundling, metering, energy loss reduction and improvement of population’s awareness on energy efficiency.

Normal tariff for 1kw of power for population in CIS countries, is TJS 0.30 in Kazakhstan, TJS 0.38-0.40 in Russia, TJS 0.44-0.45 in Belarus, TJS 0.53-0.55 in Uzbekistan, TJS 0.80 in Armenia, and in Europe is even TJS 2,8-3 in Denmark, Germany, Belgium and other countries while in our country one kw of electricity costs TJS 0,17 only.    

Distinguished Members of Parliament,

The Government, with a view to achieving its objective to turn Tajikistan into a transit country by 2030, has implemented public investment project amounting more than TJS 12bn.

Currently, public investment projects on reconstruction of Dushanbe-Qurghon-Teppa, Khujand-Isfara, Kulob-Shamsiddini Shohin, Shkev-Qal’aikhumb, and Temurmalik-Baljuvon-Khovaling highways and other sections amounting TJS 7.7bn are ongoing.

Projects on reconstruction and construction of Obi Garm-Nurobod (86km), Qal’aikhumb-Vanj (93km), Khujand-Konibodom section of Khujand-Isfara highway (130km), and Qurghonteppa-Danghara-Kulob (155km) highways and overall more than 500km of roads are under study and design now.

The World Economic Forum within its Global Competitiveness Index granted Tajikistan with a good rank and recognized it as a leading country in terms of quality of roads and infrastructure development. However, we still need to do a lot in construction of roads and bring them in line with international standards.

As I outlined in my Address of the last year, we plan to rehabilitate and reconstruct more than 2000km of roads and bring them in line with international standards in the mid-term period.

Alongside with this, I would like to highlight once again that the local executive authorities in provinces, towns and districts are in charge of repair, rehabilitation and maintenance of urban and trans-regional roads and they need to strengthen their activities in this area.

In this regard, the Ministry of Transport jointly with relevant agencies and authorities, by attracting local and foreign investments, need to draft and implement relevant projects on establishment of border terminals, logistic centers and transport corridors and bring the services in line with international standards.

Supply of population with quality products, which is the main criterion of public health, is an important issue. However, there are some cases of import of low quality products to the consumption market of our country through different ways and tools by our entrepreneurs, which is harmful for the health of population.

The Government needs to introduce necessary structural changes to improve the system of public sanitary and phytosanitary, standardization, certification and veterinary control.

With a view to preventing the import of low quality and non-standard products, the designated authorities need to undertake immediate measures on strict enforcement of the Law of Tajikistan on protection of consumers’ rights, and draft and implement Food Safety Program.

According to the Prosecutor General’s Office, the Working Group on inspection of imported goods quality inspected 196 commercial companies and revealed that 90% of 500 to 600 tons of toys annually imported from twenty countries of the world do not meet safety standards and are harmful to health of children.

With a view to developing the poultry in the country and supplying the consumption market with local quality products it is necessary to introduce incentives and tax preferences. In this regard, the poultry sector needs to be declared as a priority sector in food production area and import of technologies and equipment and input for the sector should be released from all taxes and duties.

Alongside with this, the meet products storage technology meeting standards is not in place sufficiently, and entrepreneurs need to undertake measures in this regard.

Fruits and vegetables production has been increasing during the recent year, however their export during the 11 months of this year decreased by 23%. This means that despite the great demand of our main trade partners in our environmentally clean fruits and vegetables, the existing potential for their processing, packaging and export has not been used adequately and the relevant agencies and authorities need to constantly undertake measures in this regard.

The Government needs to develop and implement a new public program on food security by taking into account the real need of population in food products and ensuring their access to quality food.

Effective use of water and land resources and increasing agricultural products will be impossible without the import of new technologies and application of the latest agricultural methods of crop production.

We imported more than 10 000 units of agricultural machinery amounting TJS 570m during the last five years and provided preferences amounting more than TJS 200m for this purpose. 

In this regard, the Government and the Ministry of Industry and Innovative Technologies have to undertake measures to establish joint enterprises on production of agricultural machinery in the country.

The Ministry of Agriculture, the State Committee for Land Management and Geodesy, Agency for Land Reclamation and Irrigation and local executive authorities, by involving local and foreign entrepreneurs, need to undertake measures on improvement of land reclamation practices, introduction of intensive agricultural production methods, ensuring full-fledged agricultural use of rain-fed lands, and particularly improvement of land use culture.

It is also necessary to undertake measures to increase the area of horticulture and viticulture and thereby to increase the production of environmentally clean export-targeted fruits meeting international standards.

In this regard, it is very important to establish enterprises for agricultural products processing, logistic centers and cold storages and improve marketing activities by attracting local and foreign investments.

Ladies and Gentlemen!

Tourism is one of the major spheres to attract the working age population, to increase the population’s living standard, to develop other service and productive spheres, as well as tourism is the sphere introducing the history and culture, nature and national traditions.

We have insured the necessary legal framework and introduced a number incentive for the development of this sector. Thus, we released the import of the equipment and construction materials for tourism facilities from tax and customs duties and released tourism companies from the net profit tax during the first five years of their activities.

It is worthwhile noting that during the recent years, we introduced simplified visa regime for 80 countries of the world and unified electronic visa system. According to reputable international organizations, Tajikistan ranks the fourth among the five leading countries in the world for simplifies tourist visa system.  However, the level of activities on tourism development, including construction of tourism facilities and improvement of services quality desires to be improved.

The favorable natural and climate conditions of Tajikistan provide the best opportunities to introduce modern tourism services and develop its varieties throughout the country. We just need to construct modern infrastructure and improve the service quality in this area.

Currently, according to our legislation the citizens of countries, which have visa regime with Tajikistan, need three days for registration. The experience and analysis show that this timeframe is not sufficient for foreign citizens. Therefore, the Government needs to adopt relevant resolution on increasing the timeframe for registration at interior authorities to 10 working days.

It is impossible to ensure adequate visa issuance process without the proper infrastructure at the state border. Therefore, all of the border-crossing points of Tajikistan need to be connected to a single network and the border management system needs to be improved. The Government needs to settle out this issue within two month.

The Tourism Committee has to undertake necessary measures for development of different types of tourism, creation of necessary infrastructure, publication of information handouts and development of new routes in different sites in the country, improvement of the sectors legislations, develop draft tourism development strategy to 2030 and submit for the Government review.

One of the issues to be resolved in development of the country’s tourism is the improvement of quality of passenger delivery services by the State Airline Company of “Tajik Air” and the “Tajik Railway” Company. The outdated flee, inadequate management system and difficult financial situation created barrier for development of the abovementioned spheres.

I believe it is necessary to fully release the import of modern aircrafts, locomotives and passenger carriages from the customs duty and VAT in order to renew the flee of the abovementioned companies and thereby improve the services to passengers.  At the same time, the Government needs to develop and implement a special state support program to improve the competitiveness capacity of the “Tajik Air” Company. 

With a view to developing tourism, presenting our country’s unique tourism opportunities and national culture at the international stage, as well as attracting investment for tourism infrastructure improvement, I would like to propose to declare 2018 as the Year of tourism and folk- crafts in the country. 

In this process, the Government needs to make sure to allocate preferential loans to entrepreneurs and artisans through the Business Support Fund to develop the national folk-crafts.

With a view to encouraging population for production of public consumption goods and development of folk-crafts the sale of such products needs to release from all tax payments starting from January 1, 2018.   

I would like to recall that improvement of public administration system and delivery of quality services is an important aspect of economic reforms.

Success of the country’s future development, first and foremost, depends on effectiveness of management system, enhancement of the public servants’ sense of responsibility, elimination of artificial barriers and transparency in public authorities’ activities. Therefore, the Government needs to constantly continue activities on improvement of public administration system and develop and implement strategic planning principles  at the national and local levels.

Dear Members of Parliament!

Human development indicators consist of three main pillars: access to education, health and longevity and level of decent life. The Government has implemented public programs and additional measures on improvement of these areas and made significant achievements during the last two years. Particularly, we have implemented serious initiatives and running reforms and innovations on science and education.

In 2017, more than TJS 400m from all resources construction and reconstruction of educational facilities and created 24 000 seats.

We will continue this process in 2018 and will channel more resources from the public budget and investment projects funds to this sector.

We also adopted the State Program on arrangement of individual subject classrooms and labs in secondary schools (2018-2020) approved by a Government resolution.

The education indicators show that the adult education improved and the share of citizens with primary, secondary and higher education increased significantly.

According to a survey on developing countries conducted by reputable international  organizations in 2017 Tajikistan ranked 54th among 101 countries of the world according to four indicators: access to education, education quality, human capital and competitiveness.  

This study ranked Tajikistan among the top countries in the CIS.

Indeed, this is a good achievement, however we should not stop paying attention to this vitally important sector by this achievement.   In contrary, we need to make more efforts, attach more priority to education, improve the education quality and standard at all level and avail  all possibilities to ensure quality education, strengthen the physical infrastructure of educational institutions and also ensure their   effectiveness.

To achieve this objective we need to bring in line our quality indicators with international standards, ensure close cooperation between secondary and higher educations and labor markets, players and improve the national innovation system and ICT indicators. The quality of future professionals training depends on this factors and their improvements will make it possible for us to make more progress in the education sphere.

In this regard, the Ministry of education and science needs to undertake additional measures to improve the level of education of school and university students, and study of modern sciences and foreign languages, also pay a priority attention to improvement of the national self-consciousness, patriotism, pride of motherland and human behavior of young generation. Human capital as the powerful engine can promote the development of innovation and new technologies. Therefore, the contemporary science sector should encourage young people to study science, implement innovation projects and research digital economy issues.

Particularly expansion of invention process, learning the use of innovative technology and their application in production are the primary task of scientists.

According to the available data, 1000 out of 14000 glaciers registered in our country melted as a result of the global warming during the last 40 years and this process is continuing dynamically. Given this situation, the Academy of Sciences needs to establish glacier center and ensure constant monitoring of glaciers and other sources of water.

Alongside with this, the Academy’s research institutions need to continue the research on biodiversity, natural resources and minerals, geological exploration, archeological research and the Tajik national history and culture studies.

Given the current development of science and technology with a space speed, our scholars need to expand their technological research in order to improve our national science competitiveness.

The cultural globalization trend became one of the global challenges in the 21st century, demand in human morality education and formation of the young generation, who will be in charge of a great task for creation of a modern society in the period of Tajik national sovereignty is ever growing. In this important period the goals and objectives of the culture  is  to develop morality,  ensure accurate study of the Tajik nation’s past and present history and culture, promote the sense of national pride, patriotism and  motherland ownership, as well as to improve the  awareness of people, particularly   teenagers and young people on respect to national sacred symbols.

During the last ten years, the Government has built the National Library and the National Museum, ensured major repair of the majority of  professional theatres and cultural facilities, including two academic theatres in Dushanbe, and constructed and commissioned more than 20 modern theatres and cultural centers in various towns and districts.

To train specialists in the field of culture we established two higher education institutions – the National Conservatory and the State Institute of painting and design, repaired Mirzo Tursunzoda State Institute of culture and arts fully, and for the first time established the national symphony orchestra consisted of 120 musicians. Alongside with this, 100 of our specialists in the field of culture have studied in educational facilities abroad and some of them have already come back and work for professional theatres and cultural institutions. Nevertheless, we  still feel the lack of qualified specialists in  the field of culture.

Therefore, the Ministry of culture needs to overcome this gap within the implementation of the State program for training  of specialists in the fields of culture, arts and printing activities (2018-2022).

We also need to improve the activities of cultural and arts institutions, museums, libraries, theatres and cultural centers and to encourage the society to attend these facilities and thereby to give a serious impetus to improve awareness and morality of the society, particularly the teenagers and youth, i.e. the future creators of nation.

Esteemed Members of Parliament!

As the public health is the most important criterions for the country progress, the Government pays priority attention to the public health care issues.

During the last 26 years, we implemented public investment and foreign aid based projects on supply of population and social facilities with quality drinking water, which is the main factor for health protection, and spent TJS one billion for them and currently projects amounting in TJS 1.2 bn are under implementation in this area.

We have been constantly implementing reforms on public health care and social protection. The dynamic increase in financing of this sector made it possible to launch hundreds of new health care facilities equipped with the latest medical equipment during the two last years and the medical services quality has bee. This regard of this progress we still have a number of challenges remaining in the sector, which require the timely solutions.

Tajikistan has invaluable natural resources like thermal waters medicinal herbs, and a favorable nature and environment for development of pharmaceutical sphere and establishment of recreational zones in the areas with medicinal water resources. However, we are not satisfied with the current use of these opportunities and creation of modern treatment and recreational infrastructure.

In my address of the last year, I expressed my concern with the law quality of medicines and the under developed pharmaceutical sector. However, the situation in this area has note improved yet. Currently 32 small pharmaceutical companies are operative in the country; however, they produce 240 type of medicines and medical goods only.

Thus, the lack of medicines, their law quality and under developed pharmaceutical sector has become an issue of concern in the country though there are over 3500 types of herbs and hundreds of thermal water sources in our country.

With a view of improving the situation, I would like to propose to release the import of the latest technologies for pharmaceutical companies and diagnostics and treatment equipment  from VAT and customs duty starting from 2018.

We pay a particular attention to the rehabilitation of persons with disabilities, social support of vulnerable segments of population, including orphans and children without custodians, lower income families and their access to medical and social services and have been undertaking timely measures in this direction. For example, the financing makes TJS 21 000 per person in boarding houses for orphans, persons with disabilities and elderly persons and TJS 15 000 per child in children boarding houses per annum. 

The public budget allocates TJS 7 500 in average per student for the education sector boarding schools annually. However, the issues related to training social workers, introduction of innovative ways of social work and ensuring accessibility of facilities to persons with disabilities require to be improved.

Therefore, the Ministries of health and social protection of population, labor, migration and public employment and educational and science jointly with the relevant central and local executive authorities need to undertake necessary measures to address the existing challenges and overcome the existing gaps.

The Government pays a particular attention to employment and creation of new jobs, and it has implemented several government programs in this direction.

In 2017, 135, 000 permanent, temporary and seasonal jobs work created, which cannot solve the job related challenges in the country. Therefore, we in cooperation with domestic and foreign businesses and through further attraction of local and foreign, including direct investments need to undertake measures in terms of establishment of small and medium enterprises and development of new lands, which is the source of job creation.

With this regard, the Government needs to undertake immediate measures to establish small and medium enterprises and create 110,000 permanent jobs in 2018, particularly for women and youth.

At the same time, the Ministry of labor, migration and public employment, the Ministry of industry and innovative technologies, and the Ministry of education and science, the Committee on youth and sports, the Committee for women and family, the Committee for tourism and local executive authorities in provinces, towns and districts need to analyze the  employment of every person in all families in the country, and ensure their involvement in agricultural area and home-based work,  weaving, folk-crafts and also seasonal  and services related jobs. It is also necessary to ensure adult occupation by establishing occupational training centers within secondary, primary and higher education institutions.

Taking into account the creative contribution of young people in the country, we declared 2017 as the Year of Youth. This initiative will also give a serious impetus to improve the sense of patriotism, protection of state security and formation of mindset on the national pride, self-consciousness and self-awareness.

I am pleased to outline that our strong-willed youth and proactively participate in public and community events and decently contribute to welfare and development activities as a constructive power.

In this process, the youth need to initiate the future activities in the country themselves, present their research and invention achievements in a timely manner, counteract to negative phenomena, maintain political awareness, stand ready for protection of the public and state security, respect our nation’s history and culture and make efforts for flourishment of our beloved country – Tajikistan.

The Government will not limit its care towards the youth only by running the year of youth. In contrary, the issues of youth and teenagers will remain as one of the most important areas of our focus in the future also.

We need to pay more attention to the publicity of sports, promotion of healthy lifestyle and constant development of sports in our country, because the sports is an important factor for physical and moral development of human being and the foundation for healthy lifestyle.

Sports, as the ambassador of peace, is the best means of the state and nation introduction at the international stage. This year, Tajik sportsmen participated in many regional and world competitions and improved the reputation of our beloved country. Their achievements is a decent gift in the year of youth.

Though from 2011 to 2016 more than 1400 new sport facilities were constructed and almost 1100 assets were repaired and reconstructed in districts and towns of our country, we will need to continue constructing playgrounds, sport facilities and gyms and pay a serious attention to future development of sport infrastructure.

This year in Dushanbe 75 small and large sport playgrounds and centers were constructed and separate exercise areas were established in the majority of recreational and leisure gardens, which promotes publicity of sports and healthy lifestyle in the community of youth.

Additionally, the Dushanbe city municipality intends to create another 90 sports grounds and gardens in 2018 in the capital city and launch them by the celebration of independence.

Within this initiative, the Governments of GBAO, Soghd and Khatlon provinces, direct subordination districts have to develop their action plan and to mobilize all available resources for the publicity and development of sports and promotion of healthy lifestyle by the 30th anniversary of Independence.

It is necessary to establish gardens, recreation and leisure centers and sport facilities, and implement other development activities in cooperation with entrepreneurs and other philanthropists in the centers of provinces, settlements and villages and undertake timely measures to grow healthy future generations and create opportunities for public leisure.

Dear compatriots!

We have chosen the establishment of a law-based society, one of the main ideas of which is ensuring rule of law and protection of human and citizens’ rights and freedom.

This principle requires regulating public relations in all areas through the laws meeting the norms of ethics, justice and humanity. One of the important initiatives in this area is to include amendments and additions to six laws and legal and regulatory documents alongside with the Law of Tajikistan on regulation of traditions and customs supported by the residents of our country, which led to improvement of the public social situation.

It is obvious that ensuring favorable legal environment is the priority task of any law-based state. It is important to protect security and public order to implement this objective. This is the reason, the issue of security is the frontline issue in the current global agenda.

This year we witnessed severe terrorist attacks in Asia, Africa, Europe and America and there is almost no day free of terrorist attacks’ victims in different parts of the world.

Despite this situation, there is no unified international definition of the terms of “terrorism” and “extremism”, which facilitates application of double standard policies and lead to misunderstanding.

We always need to bear in mind that it is impossible to split “terrorism” and “terrorists” into “our own” and “strangers”, “fanatic” and “reformer” or “good” and “bad”. In contrary, as I emphasized several times, terrorists do not have any motherland, religion, creed, or nationality.

The phenomenon of terrorism has a significant threat on the stability and security in the earth. The contemporary threats, the situation in the Middle East, particularly, the situation in the neighboring Afghanistan urge us to attach a priority attention to the issue of security.

The challenge of Afghanistan threats the regional situation, since its territory turned into the area of destructive operations by the different terrorist groups. Particularly, the emergence of terrorists like ISIS, which is joined by some citizens of CIS countries, aggravated the situation further and caused deep concern by neighboring countries.

Tajikistan, by sharing a long border with Afghanistan, cannot remain indifferent with regard to this issue. The current situation on the border with Afghanistan also urges us to pay more attention to this issue. Another challenge, associated with Afghan case, is the illicit drags’ trafficking.

Everybody is aware that the illicit drug trafficking is one of the sources of financing of international terrorism and instabilities at the global level. According to the UN official data, this year  the area of narcotics production increased by 63% and reached up to 328ha, and it is expected that 9000 tons of opium will be produced and the smugglers will attempt to deliver a part of this product through our country.

Our law-enforcement and military agencies have confiscated more than 121 000 tons of narcotics, including more than 34 tons of heroin since 1994, which could make almost 53 000 000 people drug users and destroyed the same number of families.

However, the Drugs Control Agency and other relevant authorities need to strengthen their fight against the illicit drags’ trafficking and undertake additional measures in this area.

In the current complicated situation, the officers of Armed Forces and law-enforcement agencies need to stand ready for protection of the borders of our sovereign State, securing political stability, rule of law and legal order. We fully trust in and are proud of the brave sons of our nations – protectors of our beloved country.

Alongside with this, the Government, by taking into account the current world’s difficult situation, needs to undertake necessary measures to create favorable environment for decent life and service of military officers, strengthen physical infrastructure of the border troops and other units of Armed Forces, construct modern border protection infrastructure and supply the above-mentioned authorities with qualified professionals.

We constantly draw the attention of public authorities and society to strengthening the fight against corruption, because despite the measures undertaken by the Government, we still witness cases of abuse, official misconduct, bribery, misuse of property and other corrupt acts.

The corruption related crimes committed by some public servants, law enforcement and military agency officers in 2017 increased compared to 2016. Thus, increased number of cases of such crimes committed by staff from the ministries of education and science, healthcare, labor, migration and public employment, State Committee for Land Management and Geodesy, Committees for tax, youth and sports, courts and banks were registered.

The corruption related crimes at local executive authorities have also growing trend and increased by 25% compared to 2016. Therefore, the heads of ministry and agency, particularly, law enforcement agencies, local executive authorities and local self-governance entities need to ensure the recruitment and appointment of staff only through vacancy competition and need to undertake clearance activities, ensure strict enforcement of the public servant ethics code and implementation of effective internal control measures.

Another serious issue to which we need to pay a constant attention is the prevention of corruption factors in the land use. With a view to meeting the needs of public, we allocated more than 130 000 ha, including 27 000 ha of irrigated arable lands as kitchen garden to residents of our country during the independence period. However, we still observe cases of illegal land allocation, land transactions and willful self-acquisition of land.

Only during the last ten years, almost 1300 land related corruption crimes were committed. Therefore, the Prosecutor General’s Office, Anticorruption and State Financial Control Agency and the Committee for Land Management and Geodesy in cooperation with other public authorities need to undertake strict measures to timely detect and prevent land related, particularly corruption crimes and violations.

Dear Compatriots,

Our sovereign Tajikistan, thanks to the hard work of our educated and civilized people, has entered a new phase of its development. Peace and stability, political stability, unity and integrity of the noble Tajik people made it possible to radically change the direction of our national economic development, adopt new public programs, strengthen our governance system, the main principle of which is social justice, launch new production capacities, supply our population with power 24 hours throughout the year, and create a favorable environment for future development of vital sectors in our country.

We made this progress thanks to the hard efforts of every resident of our country, including farmers and workers, specialists and engineers, teachers and academicians, civil society and heads of all public agencies, which once again proves the strong will, industriousness and high sense of patriotism of all citizens of our beloved Tajikistan.

However, I would like to emphasize that despite these achievements and progress, we still have a lot of issues and challenges ahead to be resolved. The most important task of the Members of Parliament, Members of Government, heads of all agencies and authorities, provinces, towns and districts, organizations and entities, all public servants, youth and women, intelligentsia, and every youngster and adult in the country is to continue making efforts, first and foremost, for peace, political stability and national unity of our country.

Thus, it is our duty to continue making hard efforts to achieve our national strategic objectives, particularly energy security and energy efficiency, ensuring the country’s connectivity and turning Tajikistan into a transit country, food security and ensuring population’s access to quality food, and to ensure flourishment of our country properly down to its remotest areas, establish new enterprises, create new jobs for our people and improve their living standards.

Since the noble people of Tajikistan deserve the right to decent life. Only through patience, strong will, unity, collective efforts, dedicated and honest work, high sense of responsibility and creative initiatives, we can achieve our objectives and implement our plans and programs.

A few days ago, I signed a Decree on celebration of the 30th anniversary of Tajikistan’s Independence and instructed the Government to develop and issue its relevant resolutions and action plans on this glorious date.

The Government and the local executive authorities have to seriously and with a sense of responsibility treat the development of a draft resolution of the Government and action plan and pay a priority attention to establishment of education, medical, cultural and other social facilities, construction of roads, production entities and workshops, particularly to flourishment of local residential areas and squares, gardens and other creative and development initiatives.

Alongside with this, all of the intelligentsia, scholars and thinkers, youth and women, heads of cultural and research institutions, including the Ministry of Culture, Academy of Sciences, TV and Radio Committee need to contribute to promoting the assents of independence and freedom, motherland and state ownership and high national values, cover these national sacred values widely and raise the awareness of every resident of our country, particularly teenagers and youth on the assents of sovereignty and freedom.

I fully believe in the creative power of my dear people and confidently state that we will overcome the challenges faced by our society and state in the nearest future and create better living environment for our people through our collective hard work.

I wish continued health, good future, success and welfare to everybody of you Members of Parliament, distinguished participants and all noble people of Tajikistan!

The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon had talks with President of Belarus Alexander Lukashenko in Minsk.

During the restricted format talks, the participants discussed a broad range of issues of Tajik-Belarusian cooperation. Following the talks, consultations were held with the participation of the delegations.

President of Tajikistan Emomali Rahmon expressed his satisfaction with the Tajik-Belarusian relations based on a long tradition of friendship, partnership and mutual benefit, which actively developed in political, trade-economic, scientific-technical, cultural and other spheres.

Along with it, the sides consider that the development of the Tajik-Belarusian relations will continue within the framework of existing bilateral and multilateral agreements. It was noted that the Tajik-Belarusian cooperation has reached close partnership

While addressing international and regional issues, the heads of state exchanged views on ensuring security and stability, strengthening efforts to combat cross-border terrorism, extremism, organized crime and illegal drug trade.

The parties stressed the importance of enhancing coordination within the framework of the international organizations, especially UN and its specialized agencies as a tool to solve global problems, ensuring sustainable development, strengthening security and stability in the world.

During the talks, the two sides reaffirmed their commitment on further expansion and improvement of Tajik-Belarusian legal base.

It was noted the importance of the signing documents that cover practically wider areas of cooperation, from economic cooperation to developing ties between Tajik – Belarus regions.

The heads of both states noted the importance of further intensification of inter parliamentary cooperation and its subsequent development.

Taking into account the positive experience of inter-regional cooperation at the regional and sub-regional levels, the heads of both states stressed the need to fill cooperation in different directions with new content.

In order to enter the path of economic growth and development, the heads of states renewed their commitment on enhancing effectiveness of Tajik - Belarus Intergovernmental Commission for Economic Cooperation.

It was expressed the need to find a more effective logistics solution for the implementation of economic reform, the creating particularly favorable conditions for joint ventures and business entities. And in this context, the agro-industrial complex, machine building, transportation, food and light industries are a central pillar of the economic relationship.

The heads of state expressed confidence that the expansion of cooperation in cultural and humanitarian field is the most important aspects for preserving and enhancing the good historical ties between the two nations. The presidents welcomed holding regular meetings of representatives of the scientific community, writers and artists of Tajikistan and Belarus.

The two sides expressed readiness to continue the practice on holding cultural days, and consistently developing bilateral cooperation in the field of education and science.

During talks in an atmosphere of friendship, mutual trust and constructiveness, President of the Republic of Tajikistan Emomali Rahmon and President of the Republic of Belarus Alexander Lukashenko expressed their satisfaction with the results of today's meeting.

The President of the Republic of Tajikistan Emomali Rahmon invited the President of Belarus Alexander Lukashenko to make an official visit to Tajikistan at his convenience. The invitation was accepted with gratitude. The terms of the official visit will be coordinated through diplomatic channels.

A package of 4 documents on cooperation has been signed following the Tajik-Belarus talks.

- Agreement on cooperation between the Ministry of Agriculture of the Republic of Tajikistan and the Ministry of Agriculture and Food of the Republic of Belarus in the field of agriculture;

- Agreement on cooperation between the Academy of Agricultural Sciences of the Republic of Tajikistan and the National Academy of Sciences of Belarus;

- Agreement on cooperation between the Executive Body of State Authority of the Khatlon Province of the Republic of Tajikistan and the Gomel region of the Republic of Belarus in the field of trade and economic, scientific, technical, cultural and humanitarian areas;

- Agreement on cooperation between the Executive Body of State Authority of the Sughd Province of the Republic of Tajikistan and the Mogilev Regional Executive Committee of the Republic of Belarus.

 
08.12.2017 | Meeting of the Minister of Foreign Affairs with the OSCE High Commissioner on National Minorities

On 7 December 2017 within the framework of the 24th meeting of the Council of Foreign Ministers of the Organization for Security and Cooperation in Europe (OSCE) in Vienna, H.E. Mr. Sirodjidin Aslov, Minister of Foreign Affairs of the Republic of Tajikistan met with the OSCE High Commissioner on National Minorities Ambassador Lamberto Zannier.

During the meeting, the sides have discussed the prospects for further cooperation of the country with the Office of the High Commissioner for National Minorities, as well as the joint actions in the field of ensuring peace, stability and respect for human rights within the scope of the OSCE.

 
01.12.2017 | Participation in the meeting of the CSTO Collective Security Council

 

The Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan His Excellency Emomali Rahmon took part in a meeting of the Collective Security Treaty Organisation Collective Security Council in Minsk.


Taking part in the session were President of Tajikistan Emomali Rahmon, President of Russia Vladimir Putin, President of Armenia Serzh Sargsyan, President of Belarus Alexander Lukashenko, President of Kyrgyzstan Sooronbay Jeenbekov, President of Kazakhstan Nursultan Nazarbayev.

Leaders of the CSTO member states met in narrow format and then continued their talks with their delegations present in which they have exchanged views on various issues concerning problems facing the world today, CSTO activities to ensure security, and other issues on the agenda of the meeting.

In his address the President of the Republic of Tajikistan Emomali Rahmon drew the attention of the CSTO heads of member states to global issues such as global and regional instability, risks and threats to security of the CSTO member states.

The Leader of the Nation stressed that the growth of terrorism and extremism, the illegal arms trafficking, the illegal drug trade and other forms of transnational organised crime are setting new challenges for us.

President of Tajikistan Emomali Rahmon in the continuation of his address drew attention of partners to strengthening of protection of the Tajik–Afghan borders - the southern frontiers of the CSTO member states.

Following his address the Head of State Emomali Rahmon expressed confidence that the implementation plan for the CSTO Collective Security Strategy through 2025 and the adopting of package of decisions will help resolve certain very complex problems related to ensuring the collective security of the CSTO member states.

Following the meeting, the heads of the CSTO member states signed a declaration on the 25th anniversary of the Collective Security Treaty and the 15th anniversary of the Organisation.

24.11.2017 | REMOVE THE NICKNAME “ISTARAVSHANI” FROM THE NAME OF SAYIDYUNUS! An open letter to the Ambassador of the Islamic Republic of Iran in the Republic of Tajikistan Hujjatullah Faghoni

 

DUSHANBE, 08.11.2017. /NIAT “Khovar”/. The newspaper “Payomi Istaravshan” (“Istaravshan Newsletter”) published an open letter of a group of residents of Istaravshan city to the Ambassador of the Islamic Republic of Iran Hujjatullah Faghoni in the №40 (9250) of 20 October 2017. Ilhom Yuldoshev, one of the letter authors disclosed in the beginning of the letter the main reasons for its writing.

In nowadays, everyone knows that Burhonov Yunus Abbasovich, who was born in the ancient city of Istaravshan, is in the territory of the Islamic Republic of Iran and with his incendiary materials constantly accuses and slanders his people and nation. Undoubtedly, his adventurous antics do not have any impact, but it is unpleasant to us that under the pseudonym “Istaravshani” he defames the name of our ancient city. For preventing of further discrediting of our region, we are a group of city residents decided to address the Ambassador of the Islamic Republic of Iran in Tajikistan and explain to him the true nature of this person.

After the writing the letter, this group authorized me Yuldoshev Ilhom Ergashevich to convey a letter to Mr. Ambassador. They collected money for me on the road, hired a car and on Wednesday, October 17th, 2017, I went to Dushanbe city. After driving through two mountain passes and two tunnels, finally, I have reached the capital. Despite the fatigue from the long road, I was already at the Embassy of the Islamic Republic of Iran at 14:00 and asked the responsible person of the embassy to convey my request to the Ambassador. The Iranian diplomatic officer approached me in a few minutes later and asked me who am I, what am I doing and what is the purpose of my meeting with the Ambassador. On introducing myself, I said that I have a letter from the group of Istaravshan residents to the Ambassador, and on their request, I had to hand it personally to the Ambassador. An embassy official said that “Mr. Ambassador is busy, and you can call on number 4888810, you will be assigned a meeting time” …

Then, I called on this number, but I could not contact with anybody. I was forced to go to the embassy again. The same employee received me again and said: “There is an error in this phone number and in fact, this number is 48888610. There is no Ambassador now, call during the day, you will be given the results”. I rang the next day and one of the embassy staff, Iranian picked up the phone, and when I told him about my intention, he replied that “Mr. Ambassador doesn’t receive anyone. I do not have time. I will invite one of our Tajik staff now, he will listen to you”…

When I saw that there is no sense, surprised and driven to extremes rented a car, having passed two mountain passes and two tunnels, tired and exhausted, I returned to Istaravshan.

On the way, the thought worried me about “why the ambassador of such great country didn’t receive and neglect to meet with a simple teacher who came with the request of a group of citizens. Only in Dushanbe, I found that his name is Faghoni. I was thinking so why he in receives Blind Yunus, who constantly denigrates a friendly to him the state with which the common faith and language, at the highest level and creates all conditions for his slanderous activities. What a mystery?

When I got to Istaravshan, I explained to residents the situation and we decided to publish the letter in the media. Maybe, then the Ambassador would find time to read it. The rest is on their conscience”.

TO THE AMBASSADOR OF THE ISLAMIC REPUBLIC OF IRAN IN THE REPUBLIC OF TAJIKISTAN HUJJATULLAH FAGHONI

Dear Mr. Ambassador!

First, we are the authors of the letter send greetings on behalf of the residents of Istaravshan to You and to the entire people of the Islamic Republic of Iran.

A common history and culture connect Istaravshanis with the people of Iran. This community convinces us not to be silent and therefore we address you with this letter. We do not know how you will perceive our message, but the writing of this letter and breaking the silence, which is worse than death and lasts for many years, is our civic and patriotic duty and honor.

Mr. Ambassador! You and every intelligent resident of the Islamic Republic of Iran are well aware of the history of the ancient city of Istaravshan. It is one of the oldest cities in Central Asia and the second largest city of Sughd region, which has more than 2500 years of history. You may well know that the founder and architect of this ancient land is Cyrus the Great, and the city is known and loved both in Tajikistan and abroad under the names of Kurushkada and Cyropol (529-559 BC). Namely, this city and its brave patriotic people had a tough confrontation against the consistent attacks of Alexander of Macedon. This commander was wounded on this land and only by deception and cunning after a long encirclement and with the help of additional forces entered into Cyropol.

Perhaps it is also well known to you that thousands of brave and honest soldiers of Istravshan fought decades against the Arabs and Mongols. Probably, you read the memoirs of Russian commanders about the 80 days of struggle of the brave people of Istaravshan against the Russian army (October 2nd, 1866). The struggle for the purity of religion, traditions and the good name of the Motherland, the respect to the brave spirit of ancestors always was, is and will be the motto of the Istaravshanis.

Istaravshan (Cyropol, Kurushkada, Ustrushana, Uroteppa) was the home of such nobles of science and literature as Shibli, Shahdi, Zufarkhon Javhari, academicians Ahror Mukhtorov, Rajab Amonov, Ulmas Mirsaidov, Pulod Bobojonov, Khursheda Otakhonova and such heroes as Nabi Akramov, Kamol Okhunov, Sabohat Jamolova and hundreds others, who are not only the pride of fellow countrymen, as well as the country and its abroad.

Mr. Ambassador! We think that you understand our goal in this forward. We want that our land and our Motherland were clean as our language from those who want to desecrate the people of their land. We wanted to bring this with you to those who speak about common language, faith, and culture, but as preachers saying this in the stand and another under the curtain.

Now about the main goal. There is talk about a person by the name of Sayidyunus Burhonov, who is as a refuge in the Islamic Republic of Iran and using the nickname Istaravshani defiles our people. We do not care about his thoughts, his way of life, his unclean goals. But we do not want and will not allow this immoral person to burden us with a load of misery and desecrate the pure name of Istaravshan – the land of the patriotic people. We do not want that a country with which we have a common language and faith – Iran considered this prodigal and a puppet of foreign hands the representative of our people, our city and used him.

Istaravshanis already well know the current and past history of Sayidyunus Burhonov and want that you and the people of Iran knew him too.

Sayidyunus’s grandfather – Burhon was the head of the warehouse in poverty period when the people did not have a piece of bread. Because of his greed, he stole the wheat, and to hide his deed burned the warehouse. For this, he had been arrested and sent to exile in Siberia for ten years.

“The apple never falls far from the tree”. Sayidyunus’ father Abbos is also known among the Istravshanis as a horse thief. He abducted horses in Tajikistan and sold them in a neighboring country. If you ask in Istaravshan, who is the father of Sayidyunus, who wants to discredit the name of Istaravshan, all in one voice say: “Horsethief Abbos”. “What is the father, such as the son”, – the popular saying says.

Sayidyunus, who could not continue study at college (he was expelled from this college), chooses the easiest way, and thanks to the “luck” of time become a mullah. He tricked into marrying the daughter of his mentor Mullah Mairuf and involved her into a grouping of Salafis. This simple and deceived woman goes to prison in neighboring Tajikistan country and unfortunately dies away from her children in prison. Today the relatives of this deceived woman are in search of Sayidyunus Burhonov, known in our region, as “Blind Yunus”.

The machinations of this “friend” of your country do not end there. He, deceiving the 17-years old resident of Istaravshan Sangova Sumaya, brings her to Iranian Kum for study. At a time when his first wife still was in prison, he has promised a well-maintained house and happy life to this lonely and lost girl, married her. They lived for a year and had a daughter. After a while, Sayidyunus had also divorced with Sumaya. Now this woman with the child in confusion wanders without any means of livelihood.

Mullah-like Sayidyunus, during his stay in Tajikistan, was engaged in the trade of narcotic substances and involved his relatives in this business with tricks and cunning. For the sake of profit, he dragged his brother Burhanov Yusuf Abbosovich into drug trafficking, who spent more than five years in prison. Another of his brother Burhonov Mansur Abbosovich sent to Iran’s Mazandaran, who was sentenced to 12 years of imprisonment in 2002 on charges of involvement in extremist activities. Despite the fact that later he was released under an amnesty, nevertheless, he again went to prison because of drug trafficking.

As we see, Sayidyunus Istaravshani is not that person for whom he shows himself in social networks from Iran.

Mr. Ambassador! I hope you have a well know the true face of Sayidyunus Burhonov, who, like a camel that has fallen out of the herd, having satiated enjoying the grass from someone else’s feeders, is dragged into the arena of Internet networks for “fight” of the owners of the feeding trough.

Even if the glory of friendship and brotherhood between our countries reaches the skies, this camel is not going to leave the feeder in the nearest future. Unfortunately, the owners also do not intend to let go of a profitable animal!

We, the residents of Istaravshan, regret that the place of enlighteners of our countries, who throughout history had spoken with the creations of A. Rudaki and Firdausi, Hafiz, and Saadi, now occupies by Sayidyunus (the Blind Yunus, the son of horse thief Abbos), the dishonest and disgraced descendant of Istaravshan.

Mr. Ambassador! Let Sayidyunus Burhanov write and say anything at the bidding of his masters in Iran. The purpose of our letter is only one: let him renounce so dear for us the name of “Istravshani”, personifying pride and dignity, patriotism, virtue, and knowledge of his sons, from the name of Sayidyunus – the son of a family where the grandfather stole the bread of the people, the father was a horse thief, he himself caused the death of a woman in prison, a libertine who is the cause of the abandoned wife and children, because of which the brothers are imprisoned on charges of extremism and drug trafficking.

As Sayidyunus Burhonov is under the tutelage of the Islamic Republic of Iran, we ask you and the Iranian leadership to assist for a good cause – so that Sayidyunus Burhonov renounced the nickname “Istravshani”.

DUSHANBE, 08.11.2017. As previously was reported, the responsibility for the recent terrorist attack in New York was assumed by ISIL (banned in Tajikistan). This again demonstrates the serious threat posed by this terrorist organization to the whole world, including to Tajikistan, which is part of the world community. Especially at a time when the teaching, activities, and aims of ISIL and the extremist-terrorist organization of the Islamic Renaissance Party of Tajikistan (banned in Tajikistan) coincide.

An article about it was published in the newspaper “Faraj” and we  decided to present it  to  our readers.

Over the recent years, the whole world has been shocked by the brutality of an extremist and terrorist group of so-called “Islamic State” or ISIL. Every day, people around the world are horrified by the scenes of a particularly brutal group killing of innocent people, the burning or blowing up people, recording videos of killing people and enjoying watching them, teaching kids to slaughtering, building grave-like prisons, introducing slavery and slave trade, the destruction of people on their ethnic and religious affiliations and thousands of other crimes committed by ISIL.

On watching these scenes, any sober citizen of Tajikistan will involuntarily say that our people are far from these horrors and the atmosphere of peace and freedom reigns in our country. When I see these scenes on TV, I thank hundred times that the ISIL was timely prevented in Tajikistan and our state banned the activity of ISIL on time!

The organization called itself the IRPT in Tajikistan, but its activities showed that the differences between them are only in the names. All facts and evidence prove that the IRPT is the same as ISIL and ISIL – the same as IRPT. They have same ideology, same aim, one task, one way of acting, or as they say “one handwriting”. The only difference is the name of country: the name of ISIL has the words of “Iraq and the Levant” and the name of IRPT – the word of “Tajikistan”.

In recent few months, the Tajik scholar Islomiddin Sharifov in two of his articles had proved that the terrorist and extremist organization IRPT is a continuation of the “Ikhwan al-muslimin” (“Brothers of Muslims”) and a copy of ISIL. A prominent figure of the NIAT “Khovar” Akrami Sang made a research on this issue and fully proved that the IRPT is a continuation of the work of the international extremist organization “Ikhwan al-muslimin”. However, the facts of the articles of these Tajik scholars are logical, indeed some foreign members of the IRPT, especially the main coordinator between the IRPT and their patron – Sayidyunusi Istaravshani, are making an effort to philosophically respond to these articles and to deny that the IRPT is not a continuation of the “Ikhwan al-muslimin” and a copy of ISIL.

Analyzing all this, I would like to present to the people a number of historical and real examples, facts and numbers to prove that the IRPT is indeed an ISIL so that there will be no longer any doubt about this issue. If revivalist Akhund S. Istavashani or other revivalists will be able to refute at least one fact of this article or prove that it is not true, I am ready to apologize. But what we can do, unfortunately, everything that I say is true and it happened to the Tajik people and myself as well.

Therefore, if we want to show and assess the true face of the terrorist and extremist organization (TEO) IRPT, not by the chubby skull-cap of S.A. Nuri, not by the fashionable French tie of M. Kabiri, not by the clever eye-glasses of Sayidyunus, that is not in appearance, but by the real actions of this organization, it is clear that all of its activities are similar to ISIL, and in some cases even worse than ISIL.

In 1989, incidents occurred in the central mosques of Kulob and Kurgan-Tube that had horrified not only the people but also the USSR law enforcement agencies. When the Friday prayer ended, unexpectedly hundreds of citizens performing prayers, jumping over those seated, attacked the imam and old people and began to beat them mercilessly. During the investigation, investigators asked how it happened that in one moment the hundreds of believers armed with sticks, iron, armature, and knives, as a trained forces attacked these two mosques? Later it turned out that these forces were members of the IRPT and planned to capture mosques in the Khatlon region for months. Holding a stick in bosom and hiding knives in pockets to come to the House of Allah and instead of committing a prayer to attack the imam and believers was the first military-political action of the IRPT. The attack of the IRPT members to these mosques, the aim of which was to obtain the imam post, was an event that at that time could not come to the mind of any Tajik, Muslim and Hanafi.

So back in Soviet times, a group appeared on the scene of Tajikistan, which externally had an Islamic name, but neither the mosque nor prayers were holy, its main goals were interest and power. Boboi Mullo Haydar, Mullo Abdurahimi Kulobi (both still alive) and Domullo Murodjoni Kurgani (probably still alive) can tell how the horrific first open armed attack of the IRPT members was committed.

In April 1992, when the TEO IRPT, based on the plan of its foreign patrons, began the armed phase of the civil war, its first cases was hostage-taking, opening prisons, places of torture and murder. The IRPT central prison was located in the building of the bath-house of the state farm “Turkmaniston” of the Vakhsh district, where in 1991 – 1992 the IRPT members there kept hundreds of people who were illegally tortured and executed. When this district was liberated from the IRPT members, hundreds of dismembered people’s bodies were found in the basement of this bath, dozens of corpses on which it was impossible to determine their belonging to one or another group. One of the terrible scenes of this IRPT prison, which was worse than the ISIL, was the dismemberment of male organs. Then the local elderly, collecting these organs in bags, praying, had buried in the local cemetery Zargar. Therefore, when the ISIL crimes are shown on TV, this bloodbath of the IRPT in Vakhsh district immediately appears before the eyes. It can be said that ISIL dozens of years ago began its activities in our territory.

Now I want to ask the lawyer of the members of the IRPT S. Istaravshani, If he was in this bloody prison on the state farm “Turkmaniston” or not? Were there dismembered parts of hundreds of innocent young people’s bodies in the basement of this prison or not? If he says no, then we find out again that this akhund is lying. If the answer is positive, it will be proven once again that the IRPT is not only similar to ISIL, but by committing such crimes, it is more experienced and is worse than ISIL.

Here cannot be any talk of philosophy that you should write, we talk about facts and truth, which have thousands of witnesses.

Speaking about the bloody prison of the IRPT in the state farm “Turkmaniston”, I remembered one more thing. Today, Shamsiddin Saidov, one of the commanders of this prison, a member of the Political Council of the IRPT, walks around the European countries, participates in conferences in slightly drunk form and even talks about human rights. Let’s send photos, movies of those scenes and eyewitness of that butcher’s shop of the IRPT, where Sh. Saidov was one of the main responsible person, to his European friends who gave him asylum. These movies should be in the archive of “Khatlon Television”. In accordance with international laws, this person should be convicted of “war crime” and “genocide”. However, now he presents himself as a defender of the human rights. This is the highest degree of disrespect and deceit, which can be done by the IRPT members.

In addition, his friends, his entourage and reliable sources confirm that he is a drug addict. It would be nice, if his European friends found out this disease of a thirty-year-old butcher of the IRPT or where he gets drugs in Europe.

However, the extraordinary deeds of the IRPT members in Tajikistan so-called “Barrel – prison” and “barrel – torture” once again show that the IRPT and ISIL are the one concept. This inhumane actions of the IRPT show killing people in iron barrels under water or fuel. Sometimes 8 to 10 people were thrown into one 1 – 2-ton barrel and locked. It is impossible to escape from such a prison, most of the people slowly died because of the heat, lack of air and stench. In winter in such prisons, they died from the cold. According to reliable sources, such prisons in Jirgitol and Tojikobod were widely used by the famous IRPT commanders Shaikhi Yoribek, in Nurobod Mullo Abdullo, and in Rohati “Rahmon Hitler” and Mansur.

Another terrible invention of the IRPT members was that the IRPT commanders throw innocent people into such barrels, ordered to strike at it from outside by iron objects. From the horrible and loud sound man in a barrel bursting eardrums, leading a person to insanity or the heart attack from a strong psychological pressure. These terrible methods of punishment, torture, and executions, invented by the IRPT had been applied to thousands of citizens. These methods can probably be called torture or “acoustic” executions. The horror, which had not even thought by ISIL.

Is there any IRPT member who could deny the existence of barrels – prisons of the IRPT? Of course not, because they are well aware about the numbers of such barrels, which every IRPT commander had. Or do the IRPT members think that the insidious smiles of M. Kabiri will cover this or the people forgot all of this? No, never. As evidence, today, dozens of people of Jirgitol, Nurobod, Tojikobod, Romit or Rohati, who have been passed through these barrels – the IRPT prisons are being treated by psychologists. Each of these accidentally survivors are the witnesses of the monstrous and unthinkable crimes of the IRPT-ISIL. They have preserved their medical cards and they are ready to testify before the whole world. In that case, with what conscience S. Istaravshani, who considers himself a scholar and philosopher, can justify the inhuman crimes of the IRPT and defends their authors? If so, then let’s give this hoji-aga the national title of “philosopher of terrorism”.

There are many such unheard crimes, for example, the capture of the Kulob region in the blockade, which led to the death of thousands of women and children from hunger, as a result of the use of grains of grass and broom; taking hostage deputies of the Supreme Council and their maintenance in the basement of the parliament in 1992; taking hostage pupils of the Russian school No. 8 of the capital; the creation of a concentration camp in the Tavildara region in 1994-1998, especially in the Vakhyoi Bolo and Miyonadu using thousand people as slaves and their detention there for 4 to 5 years; the attack on the 12th Russian border post and killing of border guards in 1995; the brutal killing of the UN mission representatives in Tavildara in 1997; killing of recruits of the Ministry of Defense in the gorge of Kamarov in 2010; a series of terrorist acts against prominent political and cultural personalities of Tajikistan and others. All these facts once again show that there is no difference between the IRPT and the ISIL in the issues of cruelty, oppression, execution, and crimes.

In conclusion, during the civil war of Tajikistan, which was organized by the IRPT, the killing of more than 150,000 residents of the country by this organization is enough to assess the level of the IRPT crimes before our people. If we take into account the number of the population of Tajikistan in 1993, this is 3% of the total population of the country! From this talks we are witnessing about the large-scale crime!

In addition to the identity of the methods of action, the goals of ISIL and IRPT are also identical: the seizure of power and the formation of a medieval Islamic state. The Tajik scholar Rustam Aziz was right, who by reading books of the founder of the IRPT S.A Nuri year ago, showed that the main goal of the IRPT is also the building of an Islamic state. This is true because the IRPT had repeatedly proved it in reality.

For example, in January 1993, when the Rasht area of Tajikistan was temporarily under the control of the IRPT, they immediately formed their small state “The Islamic Republic of Garm” and spread there the Islamic orders according to their extremist concepts. The president of this Islamic state was announced a member of the Political Council of the IRPT Saadidini Rustam, who is in prison now and the Minister of Defense was the bloodthirsty commander of the IRPT Rizvon Sadirov. Pay attention, how the first decrees of this self-proclaimed state: were “the ban on the exit of women from the house”, “the length of the beard of a man must be at least four fingers”, “the ban on school attendance by girls”, “compulsory recruitment for two mujahids from each family”, “to give to the IRPT militants the food supplies of the people – flour, honey, livestock, potatoes, apples, etc.”, “ban on music at the wedding”, etc. If we compare these decrees of the “Islamic state” of the IRPT with the decrees of the ISIL caliph, then there will be no difference.

In other words, in the first case, the IRPT members established in Garm a regime of oppressors and plunder of the people under the name of the “Islamic state”. Fortunately, this dark structure of the IRPT followers had no development and in the spring of the same year, it had been liquidated by the government forces. Leaders started running to Afghanistan, where they continued their despotism over the Tajik refugees.

Let there be at least one IRPT follower or their lawyer who would refuse the existence of “Islamic state of Garm”? Would he prove that the IRPT had not issued such anti-human and predatory decrees and not proclaimed the “Islamic state”? Was there the forcible collection of apples, honey, potatoes and bread from the Garm people “for Mujahideen” or not? None of them can refute this because all the people of the Rasht Valley know this historical reality of the terrible acts of the IRPT. Even if S. Istaravshani, who considers himself a great scholar, will collect his “heavenly and earthly knowledge” or will involve all his akhunds for this, cannot refute even a particle of these crimes. Because the people of Rasht are alive and all the manuscripts of the decrees of the “president of the Islamic state of Garm”, written in the crooked and illiterate handwriting of Mullo Saadidini Rustam are kept for history in the volumes of his first criminal case, the investigation of which was conducted in 1994 – 1995.

The most surprisingly, last week the media has published a speech by one of the IRPT activists – refugee in Poland Muhammadsaid Rizoi, who says that the IRPT is a supporter of a secular democratic state. This lie is said for an open deception of Europeans, because IRPT, with the slightest favorable situation, immediately realize its cherished dream – the building of a medieval state of oppressors. How it is bequeathed to the IRPT members in the books of S.A Nuri or how such a monstrous organization had been built in 1993 in Rasht. For this reason, after reading the words of M. Rizoi, I remembered the following line from the quatrain of Omar Khayyam: “Tell it to those who do not know you …”. I am sure that the Tajik people will never fall for the deception of these IRPT members hypocrites.

It should be noted that the “Islamic state” of the IRPT had widely used other ISIL elements, for example, the organization of so-called “Islamic courts” or “lynchings”, accusations in unbelief of innocent people and their execution. The judge of this state of the IRPT Mullo Abdughaffori “Tank” in all cases gave one verdict – execution. Because the level of his knowledge and terrorist ideology was only limited by this. During the activity of the “Islamic Courts” of the IRPT in Rasht, Yazgulom and in Afghanistan, hundreds of innocent citizens were killed under the sentence of the judges of the IRPT. After Abdugaffori “Tank”, Mavlawi Muhammadjon Faizmuhammadi Panji continued the duties of the IRPT judge in Afghanistan, whose sentences were even crueler and harsh.

One of the most famous verdicts of Mullo Abdughaffor in 1994 was permission to smoke weed and illicit drug trafficking for all the IRPT fighters. On the basis of this fatwa, during the civil war almost all commanders and fighters of the IRPT engaged in purchase and sale of drugs, also it was one of the sources of IRPT. This truth was known to all members and non-members of the IRPT. Everyone remembers which clashes took place between Afghan smugglers and IRPT commanders due to late payment of money “for goods”.

This IRPT fatwa once again proves the unity of the IRPT and ISIL, so that the so-called ISIL caliph al-Baghdadi had also issued an official fatwa, which says in particular: “The hemp is halal for a mujahid, it exalts his pride!”. The fatwa, which contradicts the whole teaching of the Islamic religion. After all this, what differences can be there between IRPT and ISIL? The fatwa, the way of thinking and the source of profit is the same.

The IRPT judge Mullo Abdughaffor sentenced to death even those Tajik refugees and migrants, who knew the deception of IRPT tried to return to Tajikistan from Afghanistan. They had been sentenced with the phrase “leaving the house of Islam, returns to the home of the kafir”. This fanatical mullah, who was known for his cruelty, had issued a verdict of death against our mentor Mavlawi Muhammadi Kumsangiri in the early May of 1994. Because Mawlawi was one of the first, who moved to Afghanistan, having seen the realities of those days, he had declared “incorrect” the IRPT jihad and supporting peace, returned to Tajikistan with his murids.

In that time, I worked as a journalist for a while in the IRPT radio “Sadoi mujahid” (“The Voice of Mujahideen”), by the instruction of the Chairman of radio Bobojoni Shafe I wrote down the sermons of S.A Nouri in Friday prayers in the refugee camp and broadcasted them by the IRPT radio, which was technically equipped by the Islamic Republic of Iran. Therefore, I remember exactly how in one of the Friday prayers of Tajik refugees, S.A Nuri commented on and confirmed the correctness of the sentence of Mullo Abdughaffor “on the mandatory execution of Mavlawi Muhammadi”, because of his return to Tajikistan.

As Mavlawi Muhammadi enjoyed great authority among the migrants, especially the people of Hoita, after the Friday prayer the situation sharply escalated. In the evening of the same day, armed groups of the IRPT in order to fulfill the verdict organized an attack on the Mavlawi’s house in the Boghi Shirkat camp. As a result, 6 people were killed. However, his armed murids, especially those from Hoit, ensured his protection from all sides, then, with the assistance of the famous Afghan commander Sardor Najmiddin, relocated him first to Takhor, later with the permission of Ustad Rabboni had been sent to Tajikistan.

Hazrati Mavlawi Muhammadi lived 90 years and died in 2014 and until the end of his life, he always mentioned to avoid the IRPT, saying that it is not from our mazhab (sect). Thousands of refugees from the camps of the Boghi Shirkat and Campi Sakhi witnessed this incident and other crimes of the courts, judges and IRPT commanders in Afghanistan.

Is there any IRPT follower or a lawyer or its coordinator, who deny that there were no such judges, “Islamic courts”, such verdict against Mavlawi Muhammadi, an attempt to murder this outstanding scholar of Hanafit of Tajikistan? No, they can not refute it in any way. Because there was. Thousands of witnesses of this well-known case, in particular, his children are still alive.

However, if tell the truth in this matter, ISIL has an advantage over the IRPT. ISIL openly announced that it will build an “Islamic caliphate” and spread such monstrous medieval laws. But the IRPT works from a position of deceit and hypocrisy. In official government documents, the IRPT declares itself a supporter of a “democratic state”, but in its secret gatherings and reports to its patrons, whose records are available, indicates the goal of building an Islamic state. What is the reason for this hypocrisy of the IRPT? The reason is that the leaders of the IRPT have been withdrawn from the Tajik Hanafism many years ago and accepted the Shia mazhab (sect). In this mazhab, it is common to hide your true goals. According to the teachings of the Shiites, which is accepted by the IRPT members, the deception is not a sin. So, if ISIL is a terrorist-extremist organization, then its Tajik version IRPT – a hypocritical terrorist-extremist organization. That is more dangerous than ISIL in this matter.

Such inconceivable crimes of terrorist organizations will never be forgiven in any world state. For example, the same in Europe, it has been 80 years, but today they have not forgiven crimes committed by fascism and will not be forgiven in the future. Reliably the mentioned crimes of the IRPT are in no way inferior to fascism. If the fascists killed people in gas chambers, the IRPT did the same in barrels. Or, according to the fatwa of the IRPT followers and their patrons, killing of Tajiks is not a sin?

But the greatness of our Leader of the Nation His Excellency Emomali Rahmon was that for the sake of peace and unity, tranquility and stability of Tajikistan, this group fell under amnesty. Taking into account of this, the criminals of the IRPT continued their activities for 16 years in an atmosphere of peace and tranquility. Despite the fact that these crimes were fully known to the Tajik people and security agencies of Tajikistan, for the sake of peace and nobility of the Leader of the Nation, no one had touched these matters and never used them.

During this time the IRPT followers got beautiful palaces, shops, trading markets, 3-4 wives, gardens and expensive cars. However, it is a pity that once again they were seized by an unclean and ungrateful consciousness, and instead of gratitude to the concessions of the Head of State, to the values of peace and unity, they planned a coup d’etat (!!!).

So, in September 2015, this terrorist-extremist organization led by direct instruction of its patrons and through its henchman General H. Nazarzoda attempted to implement a coup d’etat plan and commit an attempt on the unity and security of Tajikistan. Of course, this attempt was timely suppressed and our Tajikistan was saved from a foreign threat. However, these acts of the IRPT decisively proved that this group is not subject to correction. For this reason, the Supreme Court was forced to ban the activities of this organization. The IRPT’s lawyers must understand that the IRPT ban is not related to the peace agreement because the IRPT was not banned for its crimes likeness of ISIL, but for attempting to plan, finance and commit an armed coup d’etat in 2015 by the instructions of a foreign state. What should the state do for this?

Thus, ISIL and IRPT are actually one organization, having only planners, sponsors and patrons. Their goal, ideology, and way of activities are also identical. On this basis, there is no difference if we say ISIL, Al Qaeda, Taliban, Boko Haram or IRPT. Names are different, but activity and essence are the same. There is no difference if we call Bin Laden, Mullah Umar, Abubakr al-Baghdadi or Muhiddin Kabiri. There are differences in names, places, and forms, but the goals, roles, patrons, sponsors are the same.

Taking into account these similarities and reality, in recent months the influential world organizations and powers have included the IRPT on the line with Al Qaeda, the Taliban, and ISIL on the blacklist of terrorist and extremist organizations, and banned its activities on the territory of their countries. Thus, the SCO, which includes Russia, China, Kazakhstan, Kyrgyzstan, Uzbekistan, India and Pakistan, as well as the CSTO, which is a powerful regional organization, unanimously declared the IRPT as a terrorist and extremist organization.

Interpol, having included the leaders of the IRPT in the beginning of the list of international criminals and dangerous terrorist, gave instructions for their arrest around the world. This decisive measure of international organizations and influential countries once again proved the extremist and terrorist nature of the IRPT and its identity with ISIL. ISIL in Tajikistan.

On November 16, 2017 an event dedicated to the Day of President and 25th anniversary of Session of the Supreme Council of the Republic of Tajikistan was held.
During the event the Ambassador provided information on key role of the Founder of Peace and National Unity – Leader of the Nation His Excellency Emomali Rahmon in reconstruction and development of sovereign Tajik state and the value of the fateful 16th Session of the Supreme Council of the Republic of Tajikistan.

08.11.2017 | S. R. Mirzozoda: "The Islamic Revival Party of Tajikistan without doubt has hand for attempt of the coup de`etate"

(Special interview of the “Jumhuriyat” correspondent with the Deputy Prosecutor General of the Republic of Tajikistan, Main Military Prosecutor Major-General S. R. Mirzozoda)

In the modern world, the phenomenon of extremism and terrorism creates a serious threat to human development. Attempts for politicization of religion in the games of geopolitics became as a standard for Great Powers,  in this context, interested groups organize conflicts and violence in different regions of the world. In connection with this and other relevant issues, we have had a talk with the Deputy Prosecutor General of the Republic of Tajikistan, the Main Military Prosecutor Major-General S. R. Mirzozoda. First of all, we express our appreciation for the interview and we will begin from asking this question:

 

- In September of this year, in the weekly newspaper “Tajikistan” published Interview of Sharifi Hamdampur with Azizov Shams Odinaevich, the judge of the Supreme Court, who adopted the decision of the court on recognizing Islamic Revival Party of Tajikistan (IRPT) as terrorist and extremist organization and banned it`s activity in Tajikistan under the title “THERE WERE THREE DAYS LEFT FOR THE COUP DE`ETATE” We would like to know your opinion as the Deputy Prosecutor General of the Republic of Tajikistan and as the Main Military Prosecutor about it.

Thank you. I am agree with the evidences, which were pointed by the judge of the Supreme Court Azizov Shams Odinaevich, as this interview is about the regulatory legal acts. In other words, the legal aspects of the matter are taken into consideration by the decision of the judicial authority of the country. It should be noted that on September 22, 2015, the Supreme Court of the Republic of Tajikistan was received appeal of the Prosecutor-General of the Republic of Tajikistan for recognizing IRPT as terrorist and extremist organization and  to ban it`s activity in the territory of the Republic of Tajikistan. The plea of Prosecutor General has been investigated and taking into account criminal cases, which were launched by Prosecutor's Office, State Committee for National Security and Ministry of Internal Affairs regarding to the serious crimes of the IRPT leadership and its members. On September 29, 2015, the appeal of the Prosecutor General of Tajikistan was approved and the Islamic Revival Party of Tajikistan, on the basis of compelling evidence, was recognized by the Supreme Court of the Republic of Tajikistan as a terrorist and extremist organization and its activities on the territory of Tajikistan were consequently banned.

- How do you evaluate the activities of the political religious organizations from the legal aspects and what are the legal evidences for recognizing the IRPT as a terrorist party?

According to Article 8 of the Constitution of the Republic of Tajikistan, public associations and political parties are established and operate within the framework of the Constitution and laws. The creation and activities of public associations and political parties that promote racial, national, social and religious hostility or call for the violent overthrow of the constitutional order and the organization of armed groups are prohibited.

During the period of 2010-2015, its members  of IRPT took the path of violation of the law, there have been registered more than 40 crime commitments of extremist and terrorist nature, including incitement to religious hatred, participation in criminal and extremist associations, contentment and provocation, hostility and dislike, and these actions have led to violations of the calm life of citizens and public safety, threats to the constitutional order, the security and sovereignty of the Republic of Tajikistan.

Involvement of the IRPT for killing of dozens of innocent civilians in the process of investigating criminal cases was confirmed. In particular, it was proved that the IRPT leader in Rasht Valley Davlatov Husniddin had  a tie with terrorist organization “Ansorulloh” under the leadership of Davlatov Alovuddin, nicknamed "Ali Bedaki" and Rakhimov Abdullo named "Mullo Abdullo" who had hand on the murdering of 25 servicemen of the Ministry of Defense of the Republic of Tajikistan in the Rasht Valley in 2010.

Inspection of criminal cases and examinations of law enforcement agencies revealed the process of the IRPT members participation in the international terrorist organization "Islamic State" (ISIL), which was banned by the Supreme Court of the Republic of Tajikistan from April 14, 2015. Thus, during the inspections of the houses of IRPT leaders and activists, it was discovered and confiscated video records of killings, blast and other terrorist acts of the Islamic State.

- What kinds of evidence does investigation have on criminal proceedings against IRPT leader M. Kabiri and General Nazarzoda A. which are allegedly involved in coup?

During the preliminary investigation of the criminal case, the evidences such as witnesses, victims, defendants, videos, material facts (materials, plans, CDs, weapons and ammunition, etc.) during the inspection of the offices and living houses of the leaders and activists of IRPT has been confirmed that the leader of the IRPT M.Kabiri was previously consulted with other senior members of the IRPT and former Deputy Minister of Defense of Tajikistan A. Nazarzoda forcible overthrow of the constitutional state and change the constitutional order of the Republic of Tajikistan. Thus, more than 20 criminal groups, which are contained 30 members were established. These groups controlled by members of the opposition forces and other Nazarzoda’s associates. With the purpose of material and financial supports of terrorist groups, they have provided money from foreign countries through the charity organizations from 500 to 600 somoni for each.

In order to implement their criminal actions, according to preliminary recommendations, armed groups have been worked to destroy telecommunications networks and seize major government buildings such as Palace of Nation, Executive Office of the President of the Republic of Tajikistan, the Dushanbe airport, the State Committee for National Security, Ministry of Internal Affairs, Ministry of Defense, the Committee on Television and Radio, the Main Department and departments of the Ministry of Internal Affairs in the districts of Dushanbe city and the departments of the MIA in Firdavsi, Sino, Shohmansur, I. Somoni districts and Vahdat city.

Another fact that proves the crimes of M.Kabiri and his assailants in the commission of these crimes is the direct involvement in the financing of coup de`etate. In particular, Kabiri’s son (Ruhullo Tillozoda), following the instructions of his father, personally handed $1,200,000 to Nazarzoda on September 2, 2015. This fact has been has been confirmed by a number of witnesses, including Kabiri’s personal driver Fayzov H.T.

On the night of September 3, 2015 more than 150 members of the criminal group under direct orders of Nazarzoda A. came together in the area of the former bakery facility located in Dushanbe city, A. Donish street, which belonged to  Nazarzoda A., and were illegally armed provided with firearms machine guns, grenade launchers, SVD and other military equipments.

After that Nazarzoda A. by the direction of Kabir M. and with the abuse of duty of the Deputy Minister of Defense, with his criminal groups illegally entered to the administrative building of military unit 08050 and 17651 of the Ministry of Defense and took firearms, clothes and military units to arm above-mentioned group members.

At the same day, the members of the criminal organization  carried out attack on police stations in Dushanbe city, Rudaki and Vahdat districts. As a result, ten law enforcement officers were killed, and seven were hospitalized with injuries.

- As a result of your pointed evidence, we can say that M. Kabiri  through Nazarzoda A. lead and supervised a criminal network. Is that so?

Yes. Since August 2006 Kabiri M. was the Chairman of the IRPT and he seriously disrupted the provisions of the General Agreement on the Establishment of Peace and National Reconciliation in Tajikistan from 27 June 1997. He and his followers constantly used the methods of religious propagation to prepare the people to overthrow the constitutional order of the country.

- By which articles of the Criminal Code discerned criminal commitments of M.Kabiri, Nazarzoda A. and their associates?

Based on compelling evidences the leaders and activists of the IRPT, without doubt, have been involved in the coup de’tate. Accordingly, by the Panel of judges on Criminal Cases of the Supreme Court of the Republic of Tajikistan dated June 2, 2016, 14 senior members of the IRPT under the auspices of public prosecution for the purpose of violating constitutional order of the Republic of Tajikistan, armed rebellion, terrorism and its financing were convicted and sentenced. Regarding M. Kabiri was announced international warrant via Interpol.

- In case of the actions committed by the  leaders and activists, of the TEO IRPT are considered to be a crime under the Criminal Code of the Republic of Tajikistan, so why some foreign countries, especially Europeans, are ignorant. Do these actions are crimes in those countries?

It should be noted that Tajikistan as a full member of the international community, signed the international legal acts, reviewed the IRPT's activities in line with the requirements of the legislation and international law standards.

The terrorists action of the TEO IRPT according to section 129 (forming criminal organization) of the Criminal Code of the Federal Republic of Germany, Articles 149 (the promotion of the armed forces of the Government), 313 (creation of criminal organization) Penal Code of Turkey, Articles 127 (by means of violence in the constitutional order), 128 (by means of the elimination of the constitutional authority), 140 (theft of military capacity) of the Criminal Code of the Republic of Poland, articles 242 (betrayal state), 249 (attempted by violence from dismissing the President), 278 (Creation of Criminal organization) of the Criminal Code of the Austria, Articles 104 (attack to weaken military capacity), 113 (Coup using weapon), 124 (Assassination of the Civil War) of the Criminal Code of Belgium, as well as the Council of Europe Convention on the Elimination of All Forms of Discrimination Prevention of terrorism "from May 16, 2005, the Declaration on the Prevention of International Criminal Expulsion, adopted by the UN General Assembly on December 09, 1994, is assessed and interpreted as a crime.

The terrorist’s crime anywhere is considered as terrorist act. Persons who commit such crimes of terrorism in any country shall, in accordance with the criminal law of that country, bear criminal responsibility.

Therefore, the IRPT has been included in the list of the Shanghai Cooperation Organization and Collective Security Treaty Organization (CSTO).

- So, why the leaders of TEO IRPT in Iran and some other foreign countries are still freely moving?

Unfortunately, some countries taking into account their geopolitical interests use double standard policy. They are under the authority of the so-called international organizations, human rights and freedoms, whose purpose is to protect only the interests of the founder nations, offer propaganda rostrum for terrorists such as Kabiri and its followers, and financial support them. But these groups will not reach their goal, because the people have realized the real truth and understood that if the IRPT was in power, what would happen to the people and our beloved country.

27.10.2017 | Statement at the Inauguration of the 16th Ministerial Conference on Central Asian Regional Economic Cooperation (CAREC)

Distinguished Heads of Delegation!
Ladies and Gentlemen!

I would like to welcome you to the 16th Ministerial Conference on Central Asian Regional Economic Cooperation (CAREC) in Tajikistan and wish you all fruitful elaborations.

I would like to avail myself of this opportunity to extend my gratitude to the Leadership of all states, organizations and colleagues, who made efforts for promotion of this Initiative.

Central Asia has accumulated a great experience of beneficial and fruitful cooperation between the countries of the Region. Our countries are linked not only by their common borders, but also via their ancient trade traditions originating from the period of the Great Silk Road.

The trade traditions and system that formulated historically through this Road, still continue being important and make the Region attractive to other countries of the world from geographical and economic perspective.

The CAREC Program, by taking into account the Region’s priorities, particularly focuses on formulation of a system of partnership between the countries and development of the Region’s economic strategy, which is in its transition period now.

In the basin of the Program’s participating states Central Asia has the market of 70 000 000 consumers and our countries’ economic sectors are linked, which creates a solid foundation for cooperation. However, the trade between the Central Asian countries accounts for 10% of the overall trade of these countries in total, which is a very low indicator.

We understand very well that ensuring the competitiveness of our national economies and formulation of regional common markets is critical for the region within the globalization.

With this regard, we have been addressing a number of challenges at the intergovernmental level, including inconsistency of our national legislations and barriers to trade development. But, we can overcome the challenges associated with the globalization only by ensuring regional cooperation and establishing dialogue platform between our countries. Therefore, it is crucial to strengthen economic cooperation within the Program.

Our National Development Strategy (to 2030) reflects the priorities and key areas of our public policy towards sustainable development. In this context, we defined ensuring energy security and effective use of power, country’s connectivity and its transfer to a transit country, food security and public access to quality food as well as expansion of productive employment among our strategic objectives.

It is obvious that these objectives reflect not only the interests of Tajikistan, but also the interests of the entire region.

I believe that concerted cooperation within this Strategy in key action areas can expand the opportunities of the region’s countries by several times.

Thereby, we can ensure sustainable development of each country and improve the public living standards in the Region.

CAREC Program focuses on harmonization of national legislations, vitalization of operations, achievement of tangible outcomes and transparency.

Therefore, in our opinion this Program, as a partnership development tool, is an effective model of linkages between our countries and organizations.

With a view to ensuring effectiveness of our activities we need to make constructive decisions within this cooperation by taking into account our common interests.

Improvement of regional trade and elimination of administrative barriers will make it possible for every country to use its potential in full capacity in this process.

We have plenty of opportunities and abundant potential, with the use of which the Region’s countries in partnership with multilateral cooperation institutions to turn the basin of the Program participating states into a developed region.

It is my firm belief that the drafted documents will help the countries of the Region reduce trade expenditures, improve investment climate and expand business opportunities.

Enhancement of regional trade cooperation, in our view, can serve as a strong facility to address the poverty challenges and improve public living standards.

Development of cooperation between the countries of the Region is directly linked with the establishment of peace and stability in Afghanistan. Tajikistan has always been for solution to this case and is the iniatiator of  infrastructure projects implementation in Afghanistan, because it is possible to ensure peace and stability in this country only by developing the production and social infrastructure and  improving public living standards.

Ladies and Gentlemen!

To ensure the Region’s sustainable development, it is important to address the issues of water and energy efficiency, which are closely linked to each other. In this regard, we need to take into account the climate change and growing vulnerability of our countries as a consequence of water-born natural disasters.

Alongside with this, efficient use of our hydropower resources and renewable energy sources can serve as a strong driver for development of green economy and generation of environment friendly power, industrial development, guarantee for energy security and sustainable economic growth of the Central Asian countries.

Concurrently, strengthening of the region’s transit capacity and establishment of a rigid transport system require our joint efforts.

The majority of the Region’s countries, including Tajikistan, are a part of the landlocked countries basin due to their geographic location and therefore have different landline transport infrastructure.

Accordingly, a number of the CAREC participating states, including Tajikistan, face challenges in getting access to the large world markets via sea. Therefore, Tajikistan’s connectivity is crucial not only for us, but for the entire region to facilitate transit of goods through our country.

Though 15 communications projects are implemented in Tajikistan within CAREC, creation of transport corridors in the region still require to be strengthened.

Creation of a system of communications linkage will give a strong impetus to link Central Asia with other countries of Asia and Europe and increase mutual trade turnover.

Given this factor, we need to attach a priority attention to the projects on construction of highways and railways in these countries and creation of regional transport corridors leading to sea ports.

Continued cooperation between the partners in this area and creation of reliable transport crossing points and logistic centres would promote further socio-economic development of the Region’s countries.

In this context, I believe that the CAREC participating states will support the new long-term Strategy, including on establishment of economic corridors.

It would be reasonable to enhance our cooperation within CAREC on new priorities such as human development, agriculture and tourism, which are reflected in the 2030 Agenda.

Distinguished Participants!

Implementation of CAREC strategic plans require substantive time and investments. Therefore, we need to qualitatively improve the coordination of issues and the joint projects financing mechanisms. I would like to emphasize several points important to achieve this objective:

First, we expect practical initiatives, timely implementation and new mechanisms from CAREC for development of communications, ensuring border management and common economic security.

Creation of a rigid system and connection of transport corridors in this area is of strategic importance for the Region’s countries, particularly Tajikistan.

Second, addressing challenges faced by the CAREC participating states mainly depends on the professionalism of specialists in relevant areas. Therefore, it is necessary to strengthen cooperation in training of highly qualified professionals and human development overall.

Third, to achieve our long-term regional cooperation objectives, we need to run a unified strategy based on our common interests and establish a strong base for integration not only in economic, but also in other vital sectors.

At the conclusion, I would like to reiterate Tajikistan’s commitment for enhancement of beneficial cooperation with all countries and development partners – parties to CAREC.

I hope that our wider integration and cooperation will promote socio-economic development and thereby further prosperity of our countries thoroughly.
